- Responsibility for fulfilling the strategy, vision and mission of the RDD and compliance with the core values of PIN;
- Lead of the country programme team and overall coordination of all its operations;
- Supervise the country programs, finance, compliance and administration as well as human resources, logistics and security;
- Medium-term and long-term strategic planning, institutional development, staff capacity development, establishment and maintenance of managerial procedures, recording and putting in use of lessons learned and capacity building;
- Works with other CDs globally or at regional levels on internal organizational development topics.
- Program Management
- CD in cooperation with the Head of Programmes (HoP), supports and supervises senior programme staff, follows all critical phases of the Project Cycle Management (PCM), and actively participates/leads the design of new programmes/projects;
- Responsible for maintaining a high quality of programming and ensuring compliance with internal and external procedures and policies.
- Networking among donors and key stakeholders to actively seek funding opportunities, help increase the quality of proposals, understand donor priorities, and ensure coordination;
- Actively contribute to the development of new programs or projects, in line with PIN country priorities and PIN Relief and Development Department strategy;
- Represent PIN at meetings with government partners and media, regional and local authorities, donors, local agencies, clusters, coordination bodies and other relevant stakeholders, at all levels of project implementation as required. Liaise with development counterparts and actors to contribute for better understanding and response towards challenging topics and areas in the country;
- Actively seek partnerships with national and international organizations to improve the scope and impact of projects.
- Plans key HR requirements, including capacity-building needs for the key staff in collaboration with heads of support departments or other line managers, and ensures regular appraisals of all staff are performed;
- Ensures sufficient human resources are in place for the projects to meet their objectives;
- Ensures a coherent policy towards recruitment, remuneration, and benefits across the country program and that this is compliant with local/international legislations.
- CD supervises the operations and logistics department, approves all-important purchases;
- Oversight of mission economy and assurance of appropriate and relevant usage of operational/program budgets.
- Ensures that all security and safety rules (SOPs) are set up and followed and regularly reviewed;
- In cooperation with the PIN security department ensures that security measures are adequate to a given situation;
- Incident management: Participates or leads critical security interventions or establishes investigations under the internal policies and procedures.
- Strong leadership and staff management skills, with a record of managing large, diverse teams and contributing to staff capacity building of all national and international staff;
- Proven international experience of at least five years in team management, project development, and management in relevant positions;
- Fully conversant with the budgeting, financial reporting, and economic management of a country program or large-scale program;
- Experience with strategic program planning, project cycle management, and knowledge of the institutional donor environment, including the EC, UN agencies, USAID, etc.
- Knowledge of institutional donor environment and experience with donor relations, and strategic program planning; proposal development and external communication;
- Experience in networking, partnership building, and partnership management;
- Working experience within South East Asia and an understanding of local dynamics are preferable;
- Sound understanding of principles of humanitarian and development work
- Reliable and self-reliant personality with a responsible and systematic approach to work;
- Excellent communication skills and cultural sensitivity;
- Be a dynamic and result-oriented profile;
- Ability to organize and plan effectively;
- Critical analysis and problem-solving skills.
- Working environment in a well-established middle-sized and continuously growing humanitarian organization in a challenging context;
- Salary and benefits according to PIN salary scale and HR policies; expected salary of 3050 - 3250 EUR super gross (based on experience), plus monthly subsistence allowance of 1350 EUR;
