Primary Purpose of the Job
The Rigging Supervisor is directly responsible for the Rigging Team, lifting operation, planning and preparation, comprising of Lifting and deck operations on PS1. He supervises the day-to-day lifting and rigging operations to ensure safe and efficient delivery of the rigging operations as per company corporate standards. He liaises with Rigging & Scaffolding Supervisor to give direction and support to his team to deliver business objectives.Principal Accountabilities
1. Supervise the rigging activities in order to achieve business KPIs.
2. Prepare lifting plans in compliance with lifting policy & standard.
3. Ensure rigging teams comply with operating procedures, Standing Instructions and Safety Directives in order to achieve a safe place of work at all times.
4. Ensures all Lifting operations are conducted in compliance with Lifting Technical Authority approval and to the Lift Plans in order to comply with standards.
5. Ensuring all Lifting & Rigging and Slinging equipment is within certification and compliance at all times in order to prevent incident or accident.
6. Coach team members in behavioral safety as required.
7. Planning the lifting Operation, Selection of the crane(s) and lifting accessories, instruction and supervision, and consultation with other responsible departments to ensure collaboration as is necessary for the work to be undertaken safely.
8. Ensuring that adequate pre-operational checks, intermediate inspections, maintenance, and thorough examination of the equipment have been carried out in accordance with OEM recommendation and Lifting equipment and operation standard.
9. Ensuring that there is an effective procedure for reporting defects and incidents and for taking any necessary corrective action.
10. Taking responsibility for the organization and control of the lifting operation.
11. Ensuring Crane operator, riggers and other member of the lifting team is fully briefed on the content of the contents, scope and limits of the method statement.
12. Being familiar with the relevant parts of the project HSE plan where the lifting operation is being carried on a site.Decision Making Authority
The Rigging Supervisor is expected to lead by example as a Safety Leader at all times. He has authority to take operational decisions within his context to protect the integrity and safety of PS1 operations under his department remit. Any suggestions will thereafter be authorized by Rigging & Scaffolding Supervisor.Context / Special Features / Challenges
  • Ability to manage personnel within the requirements of safe and efficient operations. Balancing principles of ALARP with the daily challenges of the dynamic lifting operations
  • Managing varied cultures with differing backgrounds to ensure the most efficient deployment of rigging personnel,
  • Be fully conversant with the responsibilities within the Offshore Permit to Work System and ensure that relevant input is prepared and completed to the correct standard.
  • Be fully conversant with IS Emergency Procedures such that, in the event of a platform emergency, the position responsibilities within the Emergency Response Plan can be immediately assumed.
  • All lifting plan is in adherence with Corporate Lifting equipment standard, procedures, and best industry practices.
  • Awareness of LOLER (Lifting operation and lifting Equipment Regulation), PUWER (The

Provision and use of work equipment regulation) requirements and relevant international standards.
  • Ensure all hazards with lifting operation is identified, an appropriate risk assessment/Job Safety analysis with control measure is prepared and approved by the regional HSE.
  • Understand categories of lift operation as defined in corporate standard and procedure. Ensure site visit, hazard identification, proximity hazards, ground condition, access routes, weather conditions, load complexity, environment complexity is assessed at planning stage.
  • Ensure all other statutory requirements and any necessary work permits are in place.
  • Liaison with company other departments (if required) for information, updates, and approvals to ensure Lifting operation is performed in safely. For e.g., liaison with Civil department to confirm the ground bearing capacity.
  • Selection of lifting equipment (cranes, lifting gears etc.) which shall be suitable for the job with adequate strength, stability and comply with corporate standard and procedure.
  • Selection of competent workforce (crane operator/s, Rigger/s, banksmen) for the lifting operation.
  • Prepare a method statement which provides details of the lifting operation including scope, person involved, roles and responsibilities, equipment used, Site safety precautions and emergency preparedness.
  • Preparation of a lifting plan with Load details and dimensions, rigging arrangements, crane configuration, Load calculations considering safety factors and utilization of lifting equipment, detailed elevation and plan engineering drawings, outrigger load calculation
  • Ensure 10 questions for the safe lift as per corporate procedure is completed.
  • Communicate with PTS department for final approval of the lifting plan with provided communication platform (e.g., ECM).
  • Ensure lifting equipment is maintained, inspected and certified by Approved inspection agency.
  • Ensure the certificates of lifting equipment is endorsed by PTS.
  • Liaison with PTS to arrange on call inspections. Ensure availability of the equipment for inspection including test weights, technicians (if required), operators and supporting manpower.
  • Ensure a pre-use check is done by the operators and record is maintained.
  • Ensure periodic maintenance is done on equipment and record is maintained.
For biannual inspection
 Plan and make necessary arrangements to avail lifting equipment for inspection. This will include valid permit to work, readiness of equipment, availability of operators, test weights, Riggers etc.
 A master list of equipment at the location is available and update it regularly.
 Lifting Equipment are colour coded after inspection.
 Scrapped items are quarantined, segregated, and disposed as per procedure.
 Repairable equipment is maintained and informed to PTS to arrange inspection.
 Certificates of LE is available and record is maintained.
  • Shall adhere corporate procedure for reporting defects and incident
  • Shall ensure the corrective action is taken for suggested root causes leading to defects and incidents.
  • Ensure lifting operation is carried out in planned way in accordance with the lifting plan and method statement.
  • Stop the activity if it is found unsatisfactory or unsafe to do so.
  • Ensure the lifting activity is not carried out if it is deviating from what is planned.
  • Ensure end time change in equipment or/and personnel is well planned and approved by PTS.
  • Monitor and supervise lifting operation.
  • Ensure no nearby people, property, equipment, or environment is affected due to lifting operation. • Maintain effective communication during the lifting operation. Communication shall be well

planned in case of tandem lifts.
  • Ensure briefing is carried out after completion of the lifting activity and relevant permit is closed.
  • The lifting plan, method statement and risk assessment are communicated with the team considering languages barriers and mode of communication through toolbox talk.
  • Adopt standard mode of communication during lifting (hand signal or radio).
  • All personnel involved in lifting activity is competent and certified. Ensure the certificates are Endorsed from PTS.
  • The limitation of the lifting operation is briefed and understood.
  • Adhere to corporate HSE procedures and standard.
  • All activity during lifting operation shall be complying to corporate HSE procedure.
  • Ensure Working at night is approved by relevant HSE department.
  • Ensure working at height and its control measures is addressed in risk assessment/ JSA.

  • Report any unsafe activity to relevant authority.
Qualifications / Knowledge / Skills / Experience
Minimum Education: Secondary education with relevant trade certification.
Minimum Experience: 8 years’ experience in the lifting activities within the Petrochemical and Oil & Gas Industry, 5 of which should have been at a Supervisory level.
Job Specific:
  • Successful completion of company Competency system for the position.
  • To have managed and supervised a team working on 24hrs shift basis of at least 20 multinational personnel.
  • Have experience of interfacing with other groups i.e., Maintenance, Drilling, Safety, and Engineering.
  • Working knowledge of Electronic Control of work systems (e-PTW), Risk Assessing tasks, SIMOPS management.
