- Lead the execution of capital projects according to scope, schedule, and budget.
- Manage the team within the unit responsible for executing projects, providing guidance and directives to ensure successful project completion.
- Leverage expertise in Petrochemical projects and provide appropriate actions for the team to follow in all project phases.
- Provide technical and project management oversight for the design, construction, pre-commissioning, commissioning, startup of facilities, and project closeout.
- Ensure timely resolution of project issues throughout all project development phases.
- Ensure the implementation of safety measures in project execution.
- Implement company initiatives in projects and business processes within the division.
- Be fully familiar with company Key Performance Indicators (KPIs) and achieve them for projects within the division.
- Prepare and review monthly project performance reports, presenting the status of design, material procurement, construction, milestones, commitments, payments, charges, variances from standards, waivers, and problems to higher management.
- Anticipate and plan for changes in project scope, timing, or costs, and prepare documentation for management approval.
- Assign appropriate manpower to all parts and phases of the project.
- Ensure that appropriate training and development paths are assigned to each division employee.
- Oversee and review incoming and outgoing correspondence related to assigned projects.
- Ensure proper job records are maintained for all assigned projects.
- Negotiate agreements and change orders with design and execution contractors.
- Guide and direct team members in the application of This Company standards, minimizing variances from standards.
- Take responsibility for project development, including engineering studies, licensors selection, technical bid reviews, preliminary engineering, detail design, materials procurement, construction, pre-commissioning, handover, commissioning, startup, and project closeout.
- Review weekly and monthly reports on contract status, project costs, and schedule, and attend project meetings such as progress, stakeholders, design review, and value improvement.
- Review the project schedule, coordinate and monitor project progress, and address below-par performance of contractors.
- Uphold engineering ethics and maintain high standards of professional behavior and conduct.
- This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
- Hold a Bachelor's degree in Engineering from a recognized and approved program. An advanced degree is preferred.
- Obtain a PMP, PgMP, or equivalent certification.
- Have fifteen years of experience in the project management field related to refining and petrochemical industries, with a specialty in Petrochemicals.
- Have at least seven (7) years of experience as a Senior Project Engineer (Sr. PE) or project manager in design, construction, pre-commissioning, commissioning, startup, and operation of projects with values ranging from $500 million to billion dollars.
- Possess Engineering Design & Construction phase experience with a thorough knowledge of engineering practices and economic principles in the applicable International Codes, Standards, and Specifications.
- Have a mastery understanding of international procedures of Projects Phases, Engineering Phases, Bidding procedures, Procurement Processes, Construction Requirements, and up-to-date Best Practices.
- Be familiar with This Company procedures and standards.
- Have a mastery understanding of contract documents (inclusive of appendices, drawings, and specifications), project execution plan, interface management, change management, construction sequencing, standards specifications, and project schedule to support the Department Manager in timely completion of projects.
- Have a mastery understanding of scheduling principles and recovery methods.
- Possess a mastery understanding of cashflow distribution in projects, resource planning and distribution, and an understanding of crisis management with the ability to calmly manage project issues.
- Demonstrate a dynamic attitude towards project improvements and savings.
- Be flexible to work in multinational teams and mobilize to different locations, including remote areas as needed.
