SG&R will leverage RTI's experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world.Position DescriptionRTI is seeking a Learning, Monitoring and Evaluation (LME) and Knowledge Management Specialist for an anticipated Activity in Ethiopia. The LME and Knowledge Management Specialist will be responsible for supporting the implementation of the project performance plan by monitoring project results, reporting on indicators, managing data, and developing a knowledge management strategy to ensure integration with the LME Plan and facilitate the continuous capture, storage and sharing of strategic data, knowledge and learning to guide adaptive management and collaboration. The LME and Knowledge Management Specialist will provide technical and administrative support for learning and adaptation activities across the Activity.This position will be based in Addis Abba, Ethiopia.Position is contingent upon award and funding.
Responsibilities
  • Supports the management of the LME database by performing routine data entry and cleaning checks; customizes database as necessary based on data management needs.
  • Assist in drafting and finalizing the Activity’s LME Plan; develop and train project staff and partners on data collection tools and procedures; coordinates LME activities, with home office support.
  • Ensures successful implementation of project performance monitoring plan by tracking achievement of project results, reporting on indicators, and managing data.
  • Support the identification and development of appropriate performance indicators and Performance Indicator Reference Sheets (PIRS) for the activity.
  • Develop and maintain M&E database and dashboards to facilitate real-time monitoring and reporting, to facilitate an adaptive management approach to project implementation and reporting.
  • Supports a range of monitoring activities, including site visits, pre- and post-surveys, verification studies, data quality assessments (DQAs), and other data collection and validation activities.
  • Ensure data quality throughout data collection, cleaning, analysis, and reporting procedures.
  • Work with the LME and CLA Lead to ensure data sharing and learning across all areas of program implementation.
  • Manages dissemination of materials and LME-related contributions to external learning activities.
  • Manages digital and print knowledge materials, ensuring organized storage in shared drives as well as on shelves.
  • Support the development and implementation of processes, tools and systems for data collection, storage, analysis, and reporting in a consistent, standardized, and disciplined manner.
  • Supervises the data collection, analysis, and reporting on performance indicators by other team members and project counterparts.
  • Prepares results reporting inputs for monthly, quarterly, and annual progress reports; contribute to other project reports such as annual work plans.
  • Support the design, organization, and facilitation of specific learning activities and quarterly “pause and reflect” performance review and planning processes.
  • Work with the technical teams to identify Learning Questions and knowledge gaps and puts in place the mechanisms to respond to these questions/gaps.
  • Facilitate constructive and collaborative dialogue during regular LME project reviews and biweekly team meetings.
  • Support the capture, documentation, and storage of continuous/real-time learning from ongoing activity implementation, including what works, does not work, why, innovations, collaboration opportunities, or emerging questions, issues, challenges that require additional data, knowledge or evidence.
  • Liaises with the regional M&E Coordinators, LME and CLA Lead, and RTI’s home office to support the design of and delivery of reports for performance monitoring.
  • Lead and proactively review/analyze project activities and their outputs and outcomes to continuously learn from and adapt ongoing project implementation; provides feedback to the technical team on where to improve.
  • Supports LME and CLA Lead on all studies, assessments, and research and learning activities.
  • Collate, edit, and/or write reports related to knowledge management activities and collaborate with program team to vet reports and success story narratives uploaded to the activity database.
  • Leads selected studies and activities, as assigned.
  • Other duties as assigned by supervisor.
Qualifications
  • Bachelor's Degree and 5 years of experience, Master’s Degree and 3 years of experience, or equivalent combination of education and experience.
  • Demonstrated experience supporting donor-funded Monitoring and Evaluation activities, experience working with international-donor funded programs strongly preferred.
  • Familiarity with the concepts of learning and collaborate, learn and adapt and experience applying these concepts to donor-funded activities.
  • Proven experience conducting a range of monitoring activities, including reporting, site visits, pre-and post-surveys, verification studies, and other relevant techniques.
  • Experience in knowledge management and knowledge sharing activities, including managing M&E and Knowledge Management databases housing quantitative and qualitative data and related documents.
  • Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for LME.
  • Experience in using data collection systems such as Kobo, ODK, Google Forms, Survey Monkey, etc. to conduct surveys.
  • Demonstrated experience in analytical skills and data visualization. Computer literacy, with
  • ability to analyse and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.
  • Experience delivering M&E trainingsExperience in organizing performance reviews and learning events
  • Excellent management, communication, and organizational skills (attention to detail is required); demonstrated flexibility and capacity to multi-task.
  • Verbal and written fluency in English required.
  • Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times.
