Allen Lane are supporting the Security Industry Authority (SIA) in their search for a permanent Head of Finance and Procurement.We are seeking a qualified accountant ready to operate as the organisation's most senior accountant.The SIA's purpose is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Our regulatory remit covers the whole of the United Kingdom.You will join us at an important time as we seek to continually improve our organisation, working with our partners to join the dots of a broader public protection agenda. As our Head of Finance and Procurement, you will make a real difference by supporting our goal to be a regulator that spends well and is efficient in discharging our responsibilities and delivering our purpose.You will be responsible for all SIA financial reporting, controls, and risks, and will liaise on financial matters with key stakeholders, including the SIA Accounting Officer, Board, Home Office, GIAA, and NAO. You will play a critical role in financial planning and the production of the Annual Report and Accounts, with regular engagement with the Audit, Risk and Assurance Committee.As Head of Finance and Procurement, you will be the profession lead for the finance profession at the SIA, the most senior accountant in the organisation and a member of our Senior Leadership Team.This role reports to the Director of Corporate Services. The role holder is responsible for the Finance and Procurement Team. The role holder has direct line management responsibility for 4 staff (the Head of Procurement (Grade D (Grade 7 equivalent)) and three Senior Finance Business Partners (Grade E (SEO equivalent)), with overall responsibility for a team of 11 staff.The role holder has delegated responsibility for an RDEL budget of c.£3m and is required to effectively manage this budget, which includes commercial contracts with external suppliers for our finance IT systems and banking. The SIA has a total resource expenditure of c.£35m and a capital expenditure of c.£1.5m annually.In order to demonstrate your ability to fulfil this role, applicants should be able to demonstrate experience with the following essential criteria:
  • A relevant professional accountancy qualification (applicants must be qualified within a CCAB body) with minimum post-qualification experience of 5 years.
  • Strong knowledge and experience of central government finances, including IFRS, Managing Public Money, the Government Financial Reporting Manual, and HM Treasury guidelines.
  • Experienced in providing a board and/or senior managers with high quality financial analysis to inform significant strategic and operational business decisions.
  • A high intellectual capacity and the ability to move between strategic thinking and technical detail across a broad range of complex finance and commercial workstreams.
  • Experience of leading a well-respected professional services team that provides excellent customer service.
  • Evidence of sound management of resources, contracts, and budgets to achieve high performing, value for money service delivery.
  • The ability to deliver in a demanding environment at pace, exercising professional judgment and a high level of personal integrity in providing timely advice and constructive challenge.
  • An experienced communicator and influencer, with the ability to proactively manage a variety of stakeholders up to and including board level, to ensure good relationships are maintained and successful organisational outcomes achieved.
  • Inclusive leadership skills, with a demonstrable commitment to developing and nurturing a diverse, inclusive, and talented team that delivers results and innovates within their finance and procurement specialisms.
