Supervision Received and ExercisedS/he works under immediate direction from the Manager of Security and general direction of the Security Director. This position exercises no supervisory authority. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.Working ConditionsWorking conditions include office and transit operations control center setting involving contact with NCTD and contract personnel, public safety personnel, and the public. The Control Center Technician may be subject to shift changes and overtime. S/he must be able to work rotating shifts, including nights, weekdays, weekends, and holidays. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.Examples of DutiesEssential FunctionsDuties may include, but are not limited to, the following:
- Monitors NCTD CCTV system, NCTD transit radio, rail operations radios, and San Diego County Regional Communication System.
- Receives, evaluates, prioritizes, and relays calls for emergency and non-emergency security and public safety assistance.
- Provides direct support to District staff during emergency situations as directed management, to include assisting with phone notifications, documentation, and communication with field staff.
- Coordinates resources and/or provide information to public safety personnel.
- Utilizing Closed Circuit Television (CCTV), conducts active video monitoring of various locations, captures video evidence for the use in criminal and civil proceedings, listens and responds to radio traffic, responds to reports of suspicious activity, investigates and reports suspicious activity, and notifies law enforcement of criminal activity; captures video evidence for reporting purposes.
- Provides information to the train platforms via the visual/audio public address system.
- Completes required reports and other documentation, utilizing a variety of tools which are heavily focused on software and electronic technology.
- Performs other related duties as assigned.
- High School Diploma/GED required.
- Minimum one (1) year directly relevant experience in a similar environment (such as CCTV monitoring, radio communication, etc.), including customer service.
- Possess and maintain a California driver's license, Class C, with less than 36 points in the prior 36 month period and no DUI's in the prior 7 year period.
- Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
- Knowledge of operations, services and activities of a public safety or public transit telecommunications center, highly desirable.
- Knowledge of, or ability to learn, procedures for operating two-way radios and public address systems.
- Ability to manage and maintain simultaneous, transitional, and emerging priorities, including the ability to react productively and make sound decisions in emergency situations.
- Ability to make decisions, solve problems, resolve conflicts, exercise resourcefulness, and prioritize tasks to meet a variety of demands.
- Exceptional verbal and written communication skills required.
- Ability to solicit and maintain the cooperation of a wide variety of persons of different backgrounds and maintain harmonious and productive working relationships with District personnel and contractors at various organizational levels.
- Ability to accept constructive criticism and apply it productively to professional performance
- Demonstrated proficiency with computers and a variety of computer software programs in a Windows environment. Must be proficient in Microsoft Office Suite software (Word, Excel, PowerPoint, and Outlook).
- Ability to operate a personal computer and Microsoft Office Suite programs.
- Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
- Must be able to effectively use closed circuit television equipment, two-way radios, land line and cellular telephones, public address systems, telephone systems.
