Reporting to the Director, Environment, Health and Safety, the Manager, Environmental Programs is responsible for the design, implementation and execution of planned activities to support the environmental management systems. This includes ensuring policy compliance, risk mitigation, continual improvement, adherence to international standards, and compliance with legislative requirements. The role involves leading a small team of professionals to provide environmental program/project support, improve organizational performance, and assist internal business leaders in addressing environmental hazards, risks, and incidents.The incumbent supports the environment audit program to identify, non-compliance and non-conformance findings as well as manage the closure of associated corrective actions. The incumbent provides support to the serious incident review process, and works with the Director, EHS to support the resolution of environmental issuesKEY RESPONSIBILITIES:
  • Lead all proactive and reactive environmental program work, including execution, maintenance and improvement of ISO 14001 management system elements including, but not limited to, forecasting, planning, execution, and reporting
  • Provide recommendations to the organization's environmental strategies, business plans, and programs
  • Lead environmental impact assessments to evaluate the impact of utility projects, providing recommendations for minimizing negative effects and enhancing sustainability, leading to the successful implementation of mitigation strategies
  • Consolidate and analyze environmental data to assess trends and drive improvements in EHS programs and processes
  • Author internal and external environmental compliance reports and support annual plan completion
  • Collaborate with internal and external stakeholders to identify environmental risks, establish objectives, and develop programs for continual improvement and compliance
  • Design and implement environmental programs, procedures, and training
  • Manage escalated environmental issues and liaise with external rule enforcement agencies and provide onsite emergency support working with various emergency agencies as necessary
  • Manage a team who provide planned and reactive environment client support, including advice, consultation, incident investigations, and oversight within the Environmental delivery program
  • Manage investigations related to environmental matters and provide front-line EHS leadership at incident sites; as needed
  • Review client environmental compliance, develop improvement plans, and monitor completion
  • Lead the continual review and renewal of Toronto Hydro environmental policies, processes, and systems
  • Consolidate and present environment-related performance data, make recommendations, and implement continuous improvement plans
  • Manage the day-to-day activities performed by a small internal team and external subject matter experts/vendors. Manage safety, attendance, performance and training and development
  • Provide coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives
  • Lead and implement departmental environment, health and safety projects and initiatives (proactive and reactive) as required to drive performance improvements and outcomes
REQUIREMENTS:
  • Undergraduate university degree in environmental practice, health, safety, or related science field
  • Five (5) years of progressive experience in environment, health & safety program design, development, implementation, and reporting, including auditing
  • Three (3) to five (5) years of progressive people/project leadership experience
  • Canadian Registered Safety Professional (CRSP) or Environmental Professional (EP) designation
  • Experience working with environment, health and safety management systems (EHSMS) strongly preferred
  • Master's degree in science, preferably in fields related to environmental practice, occupational health, safety, or a related science field is an asset
  • Utility/industry experience is an asset
  • Fully conversant in Environmental audit processes and root cause corrective action processes
  • Experience adhering with ISO 14001 compliance standards and environmental management activities is preferred
  • Knowledge of current industry Environment regulations, standards and best practices
  • Project Management, Stakeholder Engagement, Facilitation, and Change Management skills
  • Negotiation skills and the ability to influence others
  • Problem solving and decision-making skills
  • Strong verbal and written communication skills
Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person.
