DESCRIPTIVE STATEMENT:The Marketing and Social Media Specialist is a non-exempt position working in the Mayor's Office in the Division of Public Affairs. Under the supervision of the Director of Public Affairs, the employee creates, disseminates, and plans marketing and social media through the City of Pueblo's social media sites, website, public access Channel 17, and other forms of communication to the public and assists with internal communications. This position works collaboratively with other departments for communications needs related to video assets, graphic design, and promotional needs to engage the public and citizens of Pueblo.This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.DUTIES & RESPONSIBILITIES:ESSENTIAL FUNCTIONS:
  • Develops, manages, and maintains social media content/graphics
  • Contributes to social media follower's satisfaction by reading, researching, and posting responses to inquiries and comments in a timely and customer focused manner
  • Assists with general branding, updated and timely communication through audio, visual, storytelling, and creative methods
  • Monitors Facebook, X, Instagram, and other relevant social media sites, focusing on posts concerning City of Pueblo business
  • Assists the Director of Public Affairs and other departments with distribution of public information, press releases, public safety alerts, etc. through social media
  • Partners with various department work groups to develop broadcast media for placement on the City's social media sites, websites, and government access channel 17 including directing, filming, editing, and producing media
  • Collects and analyzes related social media data and provides periodic/special reports
IMPORTANT FUNCTIONS:
  • Performs the duties of similar classifications of an equal or lower pay grade as assigned
PHYSICAL REQUIREMENTS:The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Performs activities requiring a full range of body movement including driving, kneeling, bending, reaching, stooping, pushing, pulling, carrying, walking, and standing
  • Lifts, carries, pulls and/or pushes office supplies and equipment weighing up to 20 lbs., but occasionally up to 45 lbs. when transporting, setting up, and tearing down media equipment
  • Sits for prolonged periods with occasional standing and walking to locate/retrieve office materials
  • Stands for prolonged periods on occasion, when participating in community outreach events
  • Creates/maintains documents and audio/visual materials and inputs data using hand/eye coordination, repetitive hand/wrist movement, and sufficient visual acuity to see miniscule details on a frequent and prolonged basis
  • Operates a motor vehicle using adequate auditory, visual, hand and foot coordination
  • Hears and verbally communicates with employees and citizens
KNOWLEDGE, SKILLS & ABILITIES:The employee must have thorough knowledge of and proficiency with:
  • Computer software including Microsoft Windows, Microsoft Office (Word, Excel, Outlook, PowerPoint, Publisher), Photoshop, Premier, Illustrator, and other related software, sufficient to create and maintain promotional material, social media graphics, presentations, and reports
  • The design and implementation of graphics and audio/video to include photograph and audio/video manipulation and communication
  • The principles and practices of web-editing, online marketing, popular marketing venues, and social media (Facebook, LinkedIn, X, Instagram, YouTube, etc.)
  • The Americans with Disabilities Act (ADA) compliance for accessibility concerns related to graphic design, colors, and alt text for display
  • Public speaking and verbal communications to effectively communicate with culturally diverse individuals and groups
  • Grammar, vocabulary, and principles of business correspondence to compose, review, and edit reports, presentations, and other written materials related to City business
  • Multimedia productions encompassing the areas of radio and television, audiovisual communications, video/filmmaking, lighting/sound systems, audio/video editing, and computer applications as related
  • Principles of time-management to work efficiently in the presence of frequent interruptions and shifts in priorities
The employee must have the skill and ability to:
  • Understand and appreciate the confidential nature of some City of Pueblo related business not yet ready for public dissemination or disclosure
  • Work as a member of a team and individually, taking appropriate initiative to complete assignments
  • Make sound, well-informed, and objective decisions, showing substantial independent judgment, critical thinking, and a global perspective on the impact and implications of said decisions on the City organization and the public
  • Show understanding, courtesy, tact, empathy, and concern
  • Provide good customer service to supervisors, other City employees, the public and other agencies, and organizations
  • Display a positive attitude and present an appropriate image to potential job candidates
  • Work hours that include evenings, weekends, and holidays to attend outreach events as required

MINIMUM QUALIFICATIONS:In addition to the required knowledge, skills, and abilities listed above, this position requires:Education/Experience: Must meet one of the following combinations of education and experience:
  • A bachelor's degree from an accredited college or university in a social science field (communications, marketing, or business administration)
  • At least 1 year of successful paid work experience in marketing or communications activities
Or
  • An associate degree from an accredited college or university in a social science field (communications, marketing, or business administration)
  • At least 3 years of successful paid work experience in marketing or communications activities
License(s): must possess or obtain the following licenses within the time frames specified:
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SPECIAL CONDITIONS OF EMPLOYMENT:The duties in this classification are primarily performed indoors, in a comfortable office environment. The schedule for this position may include evening and weekend holiday work. The position may involve travel within the reasonable recruitment area. The incumbent must demonstrate the ability to meet the physical demands of the job as described in the physical requirements section of the job description. The individual will be frequently exposed to periods of demanding activity and high mental stress. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies.All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
