It is not meant to encompass all duties.Management – OperationsAnalyze key activities and performance outcomes related to operational objectives/standards, state and federal laws, and agency policiesResearch, draft and present administrative rules to Oregon State Apprenticeship and Training Council (OSATC) for approvalReview and evaluate planning of organizational mandates such as compliance, quality, program, and Affirmative Action reviewsSupervision – PersonnelEffectively recommend hiring, promotion, discipline, reward and terminationCoach, counsel, guide, motivate, recognize, evaluate and reward the performance of assigned staff in headquarters and field offices statewideEnsure appropriate and ongoing training of assigned professional and support staff through formal and informal meansPlan, assign, review, and evaluate work products; provide appropriate feedback; develop and implements remedial or other appropriate corrective action as necessaryPolicy AdvisorServe as a key policy advisor to the division administrator, Technical Assistance Unit, and BOLI executive leadership to research, analyze, and evaluate workforce development opportunities, federal regulations, and program development issues having statewide and national implications.Serve as a consultant to formulate and provide recommendations on policy direction, development of legislative concepts, and various interpretations related to registered apprenticeship to assist the Labor Commissioner, Deputy Commissioner, OSATC and Division Administrator in carrying out the commission’s missionConduct policy analysis and special studies on program and policy issues; research, analyze, and formulate recommendations for policy direction; monitor and analyze federal and state statute and policy changesOutreachPerform public information and liaison tasks on behalf of the Division at the Director’s requestServe as liaison to other state, federal and local agencies, such as Building Codes Division, state and local Workforce Investment Boards, Tri-Met, City of Portland, Oregon Department of Education, National Association of State Approving Agencies (NASAA), etc.Provide program-related information to the public, legislators, the apprenticeship community and staff regarding the interpretation of statutes, rules, policies and proceduresResearch, prepare and present materials at public meetings in response to public requests or as otherwise neededTechnical AssistanceProvide program-related technical assistance to Division staff, OSATC, state and federal agencies and others by interpreting complex state and federal laws, administrative rules, policies and court decisions to ensure consistent interpretationProvide information regarding various systems and processes, i.e. legislative processes, committee formation, OSATC structure and approval to solve problems, resolve conflicts, assist staff and committees by providing effective guidance in decision makingWhy Join UsOur mission...Led by Labor Commissioner Christina Stephenson, the Bureau of Labor and Industries (BOLI) works to ensure that Oregon jobs are good jobs, where workers get paid what they are owed and have a discrimination-free work environment. Occasional overnight travel is required. Visits include field offices and training and job sites. Visits to training and job sites may be under hazardous conditions requiring the use of hard hat, safety glasses, hearing protection, etc. and may require specific training prior to visiting projects. This position requires the ability to secure and maintain a driver’s license valid in the state of Oregon and an acceptable driving record. This position requires the frequent use of state motor pool transportation. You must have a valid driver's license with an acceptable driving record.
