Pay Range: $26.28 - $36.98
NATURE OF WORK
The Utility Locate Technician provides technical skills and construction support for multiple Utilities Departments, private contractors, and the public. Performs work scheduling and physically locating all Utility-owned underground infrastructures in accordance with the rules and regulations provided by the Nebraska One-Call Notification System. This includes processing computerized tickets via the Internet for the physical file location of gas, electric, potable water, wastewater, stormwater and/or fiber optic cables and all related appurtenances.EXAMPLES OF WORK PERFORMED
ESSENTIAL FUNCTIONS: The following examples of work are illustrative only and are not intended to be all inclusive
  • Monitors and prioritizes incoming locate requests for all Fremont Utilities infrastructure. Organizes and schedules routes, excavates subject areas as needed and performs physical locates.
  • Reads and interprets provided design plans and specifications for the purpose of making field determinations and assessments.
  • Responsible for following utility SOP’s when comparing as built records to field data and utilizing best available data for each utility locate.
  • Performs skilled work of a specialized nature involving reading complex utility plans and operation of technical electronic locating equipment. Uses a variety of techniques (electrical, magnetic, GPS, blueprint analysis, and/or radar) to locate measure utilities.
  • Performs initial and on-going assessments for sites under construction throughout the duration of the validity period of each work ticket. May provide stand-by assistance when contractors are working around underground utilities.
  • Contacts excavator to reschedule locates if necessary, or contacts excavator when there is a question about the area of excavation.
  • May attend pre-dig meetings and meet with construction contractors, architects or related parties to identify problems and notes any changes to supervisor. Makes notations on daily project records and maintains project files.
  • Responsible for providing positive response(s) to Nebraska 811 website for each locate ticket.
  • Coordinate with Utility Engineering and GIS to keep up to date as-built information of the utility.
DESIREABLE KNOWLEDGES, ABILITIES AND SKILLS
  • Graduation from high school or equivalent GED and have three (3) years’ experience in subgrade utility locating and/or installation or a comparable amount of general construction experience.
  • Considerable knowledge of standard practices used for locating underground utility infrastructure.
  • Ability to read and understand complex utility plans.
  • Knowledge of the use of gas, electric, water and sewer locator equipment and basic GIS experience.
  • Must have the ability to work without close supervision and to communicate and cooperate effectively interdepartmentally and with outside agencies.
  • Shall have considerable knowledge of the Nebraska One-Call Notification System.
  • Shall have good written and communications skills.
MINIMUM QUALIFICATIONS
  • Shall be able to work in different temperatures and changing weather conditions.
  • Routinely lift objects up to 50 pounds, walks and stands for long periods of time and performs strenuous physical labor in all field conditions. The employee lifts, pushes, pulls or carries objects; uses abdominal and lower back muscles to provide support over time without fatigue; and effectively jumps, or throws objects. Employee shall possess good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination.
  • Employee shall have vision abilities required to work in close proximity to sharp drop offs and shall be able to distinguish between colors used to identify wiring and mark underground utilities.
  • Utility locators are responsible for following the occupational safety requirements required in the job sites they work in.
  • Able to communicate clearly with colleagues, customers, contractors, and homeowners.
NECESSARY SPECIAL REQUIREMENTS
  • Employee must possess and maintain a current and valid Nebraska Driver’s License.
  • Employee shall maintain all licensing required to locate natural gas distribution lines.
