- Carries out supervisory/managerial responsibilities in accordance with governing policies and procedures and applicable laws, this includes interviewing, hiring and training personnel; assigning and directing work; establishing timelines and deadlines and evaluating performances;
- Develops short and long term goals for the department that is consistent with the Tribal plans; Prepares the departmental budget and is responsible for adherence to the annual budget;
- Serves as technical advisor the Board on public works related issues;
- Reviews and makes recommendations to the Board on engineering issues;
- Work cooperatively with local government, state and federal officials on matters pertaining to public works issues;
- Approves and supervises the work on Tribal public works projects, including roads, bridges, and water and waste treatment plants;
- Consults with the Board and counsel on legal aspects of engineering and survey matters involving tort liability and/or litigation;
- Serves as a member of various committees/teams and collaborates and negotiates with others outside of own work area to coordinate efforts and maintain efficient working relationships;
- Reviews bids and contracts relating to public works, making recommendations to the board and/or Tribal Counsel;
- Reviews and approves the purchase, lease or contract for services, equipment and supplies for public that are within his authority to approve;
- Interprets, develops, communicates, updates and monitors ordinances, policies, procedures and standards for the department, recommending improvements when necessary;
- Maintains and upgrades professional knowledge and skills maintaining required certification and licensing;
- Performs other duties as required.
- Required seven to ten years of construction management and progressive responsibilities in project management.
- Strong analytical skills and attention to detail are a must;
- Possession of or the ability to obtain a California Driver's license;
- Demonstrating good public relations as acting liaison with community, regional, State and Federal agencies; required previous business relations with various Federal and State Departments including but not limited to the Bureaus of Reclamation, Federal Highway Administration, U.S. Department of the Interior.
- Experience in providing engineering service to Tribal organizations preferred;
- Must be computer proficient in modern office and engineering applications;
- Knowledge of procedures and methods of bridge, roads and infrastructure construction and design;
- Knowledge of administrative principles and practices, including goal setting and implementation;
- Knowledge of theories, principles, and practices of civil engineering and the methods of preparing designs, plans, specifications, estimates, reports and recommendation relating to roads, bridges and other public works activities;
- Knowledge of human resource practices;
- Knowledge of basic budgetary principles and practices;
- Skill in oral and written communications and presentations to a wide variety of audiences;
- Skill in understanding and interpreting complex laws, rules, regulations, policies and guidelines;
- Skill in planning, organizing, assigning, directing, reviewing and evaluating the work staff;
- Skilled in selecting and motivating staff and providing for their professional development;
- Must be able to communicate clearly and effectively, read, write, speak and understand English.
- Must have manual dexterity to operate a computer and other necessary office equipment;
- Must be able to manage a number of priorities simultaneously and meet deadlines;
- Must be able to respond calmly to the conditions of internal/external customers;
- Must be able to work harmoniously with co-workers and work as part of a team;
- Must be able to sit and/or stand for extended periods of time;
- Must be able to work at a fast pace and in stressful situations;
- Must possess excellent oral and written communication skills;
