Location: Bamako/MaliAbout CRSCatholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS' relief and development work is accomplished through programs of health, emergency response, agriculture, education, and capacity strengthening.CRS has been in Mali since 1999 and operates nationwide. CRS Mali works closely with the Church, local NGOs, and government partners by implementing projects in the areas of malaria, humanitarian response, education, agriculture, peacebuilding, and capacity building of partners. Its donors include the Global Fund to Fight AIDS, Tuberculosis and Malaria, USAID, USDA, Global Affairs Canada, UNITAID, as well as private funds from CRS and foundations.CRS Mali is currently the Prime Recipient for the Global Fund malaria program NFM3 for the period of 2022 to 2024 and has been selected as the Prime Recipient for the same program (GC7) for the period of 2025 to 2027. The project covers the whole country with different activities including Seasonal Malaria Chemoprevention (SMC) campaigns, Long Lasting Insecticidal Nets (LLINS) distribution campaigns, malaria case management, and use of ICT4D.Job SummaryAs Chief of Party, you will provide leadership and overall management of the Global Fund for the malaria and health system strengthening project to serve the most vulnerable communities and be responsible for the delivery of high-quality implementation (monitoring, evaluation, accountability and learning); compliance with the donor requirements, productive collaboration with key governmental and non-governmental stakeholders. You will ensure that project results are achieved on time and on budget including strategies for phase out and sustainability. As a senior leader you will proactively manage security and mitigate security risks.Responsibilities:Roles and Key Responsibilities
- Ensure successful closure of the current NMF3 grant with planned activities and budget.
- Lead all aspects of the development, implementation, and consolidation of the Global Fund Malaria project, including the grant making process for the negotiations for the new GC7 grant.
- Ensure strategic objectives and results are achieved and meet quality standards through annual and quarterly activity planning and sound financial management and budget forecasts and monitoring.
- Coordinate with monitoring, evaluation, learning and accountability (MEAL)unit to oversee the design and implementation of the system using appropriate tools for data collection and analysis; strengthen ICT4D for measuring, documenting and reporting outcomes.
- Collaborate with Regional and HQ advisors, particularly in the area of Malaria, supply chain, ICT4D and partners capacity strengthening (HPI) and coordinate technical into project deliverables and activity plans.
- Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
- Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Ensure compliance with Global Fund requirements, including financial tracking and oversight of partner budgets, finance, administration and reporting. Approve program expenditures, budget adjustments, and cost modification requests to donors.
- Establish and maintain excellent relationships with the National Malaria Control Program, the National Health Directorate, CCM as well as other partner organizations.
- Oversee the development of communication strategies and materials, complying with donor and Global Fund branding and marketing requirements and procedures.
- Develop and write technical documents, such as Standard Operating Procedures (SOPs), tools, checklists, guidelines for training and capacity building of staff as needed.
- Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.
- Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
- Master's degree in international development, International Relations, Public Health, Public/Business Administration, or a relevant technical area.
- Proven track record in managing health projects including management of multi-activity projects, complicated logistics and large budgets. Previous experience with Global Fund is a plus.
- At least 7 years of supervisory experience including performance evaluation, coaching and mentoring. Staff management experience and abilities that are conducive to a learning environment.
- Knowledge of the Mali health system a plus.
- Recognized leader in malaria programming as demonstrated by peer reviewed publications, conference presentations, etc.
- Demonstrated experience of successful program management, including management of Global Fund or other donors complex, high-value, multi-activity projects, with complicated logistics including health products.
- Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
- Ability to represent and present to high level Government and the Global Fund officials.

- Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
