As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.Environmental Specialist II (OSTDS)This is an Environmental Specialist II level position that is responsible for coordination of the Onsite Sewage Treatment and Disposal Systems (OSTDS) Truck Inspection program, assistance in the OSTDS Enforcement Program, OSTDS permit review and issuance, OSTDS construction field work and the partial direction of staff with regards to truck inspections. Responsible for dealing with public, contractors, and other professionals regarding all aspects of FAC 62-6 and demonstrating expertise in this area.Responsibilities include:
  • Required to instruct, assist, and direct program staff.
  • Review of work product and proper documentation and input of information into all necessary databases.
  • Assist with and provide solutions to issues involving staff and OSTDS program requirements.
  • Extensive soil and site work associated with OSTDS system construction permitting
  • Review of permitting and direction of staff with regards to all aspects of program requirements and other activities including official notices and potential legal action and coordination with district legal counsel.
  • Knowledge and implementation of local City/County Codes/Ordinances which pertain to permitting and regulation of OSTDS.
  • Expertise in all onsite sewage program rules and regulations (both state and local).
  • Education of other agencies, the public, contractors, clients, and staff in all aspects of OSTDS.
  • Participation on councils, workgroups, etc. within DOH-Hillsborough County.
Minimum Qualifications:
  • Degree from an accredited college or university in a natural or earth science and/or a minimum of 30 approved hours of science credits and degree. (education sufficient to receive Florida DOH certification in all levels in OSTDS). (Transcripts will be required prior to or at the time of interview.)
  • Current certification in all levels of OSTDS (Copy of current certification must be attached).
  • A valid Florida driver’s license and reliable transportation for field use.
  • 1 year of work experience with customer service aspects or training.
  • Experience with OSTDS Program Permitting and Operations.
  • 4 months of work experience within the OSTDS program working for a state or county office.
  • 4 months of experience using the Environmental Health Database.
  • Capable of performing strenuous physical activities in the field in all types of weather including, but not limited to, lifting 55 lbs. and climbing in and out of excavations exceeding 24” in depth.
Preferred Qualifications:
  • Experience with Hillsborough County rules and ordinances regarding OSTDS requirements
  • Bilingual in English and Spanish
