- Supervise and train junior SDM engineers.
- Develop technical resolutions to engineering problems that arise in the production of Navy Ships.
- Monitor work item candidates from various sources including the Class Configuration Control Board (CCB), Technical Support Team, Ship Design Manager, and Ship's Force, and incorporate any lessons learned.
- Oversee the development of technically sound Statements of Work to the Navy so that the changes may be considered for PSA work packages and Class engineering changes.
- Review work specifications developed by the PSA Planning Yards to ensure compliance with certification standards, Class build specifications, Engineering Change Proposals (ECPs) and 4e work specification requirements.
- Supervise PSA Planning Yard Work Specification development.
- Track timeline performance and provide metrics.
- Review and provide analysis of the execution yard's PSA schedules and POA&Ms to the program team.
- Coordinate with the NAVSEA Technical community in resolving engineering problems.
- Serve as the leader of the on-site PSA management team, requiring travel to the home-port or shipyard for the vessel being worked. Time on-site includes one or more Shipyard periods per year averaging 4 months in duration each.
- Serve as a local on-site representative for the program during Post-Delivery test and trials.
- Provide Hull, Mechanical, and Electrical (HM&E) technical assessments and evaluations in accordance with the specification and advise the client on equipment and system problems that arise during Post-Delivery test and trial.
- Access the vessel including all spaces of the vessel and possible dry-docks where it may be docked in order to progress work being completed during the availability.
- Assist in the development of a written Program response to each issue addressed in the Commanding Officer's Letter of Concerns issued in preparation of Final Contract Trial.
- Act as a liaison
- Attend FCTs, CCBs, SPRs, and PSA Planning Conferences as the lead PSA Technical representative.
- Attend Top Tech Meetings as PSA Technical POC, Brief customer and support personnel on topics covered and potential PSA impact.
- Supervise the tracking of new construction work that could slip past PDA into PSA and Brief customer of any possible issues.
- Collect all Lessons learned and assist in implementing changes into the next PSA.
- Bachelor's degree in engineering and four (4) years of Navy shipbuilding experience OR 14 years of Navy shipbuilding experience in lieu of degree.
- At least two (2) years of PSA planning and execution experience

- Active Secret security clearance verifiable in JPAS or the ability to obtain an interim Secret clearance
- Prior military, maritime, or Marine Engineer background.
- NAVSEA Program Office, Post Delivery Support experience.
- Strong Marine Engineering experience.
- Excellent oral and written communication skills.
- Knowledge of Contract Documentation, experience reading contract data, and familiarity with NAVSEA financial tools.
