Position)Rate of Pay: Contractual rateMinimum Qualifications: See job description, which followsTreasurer/Tax CollectorThe Treasurer position reports to and serves at the pleasure of the Business Official. This position involves responsibility for assisting the Business Official in maintaining school district financial records. Complex clerical and account keeping work, requiring independent performance of financial accounts and record keeping duties, is required. The work may require decision making as to methods to be used and the classification of records and accounts. Work is performed under the direct supervision of the Business Administrator with leeway allowed for the exercise of independent judgment in performing the duties in accordance with established policies and procedures. Supervision is not generally a function of this position, but could be required. Does related work as required.JOB GOALS - SELF DIRECTED:The Business Administratormay make assignments and request tasks to be completed, as required, and relies upon the Treasurer to carry out said assignments, in accordance with established procedures and policies of the School District.The Treasurer is expected to follow all verbal and written instructions of the Business Administrator, with regard to work assignments.TYPICAL WORK ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:Keeps record of finances for the school district, does related work as required;Receives district's funds from various sources and deposits same in the bank designated by the Board of Education;Acts as District Notary Public;Signs checks issued by the District;Keeps a record of District receipts and disbursements, including the recording of receipts and journal entries into the District's financial management system in accordance with the rules and regulations of the NYS Comptroller's Office and the Uniform System of Accounting;Prepares and submits monthly financial statements and treasurer's reports to the Business Administrator;Oversees Federal/State Grant fund account balances and prepares FS10F form(s) for State Grants..Acts as District Petty Cash Officer;Prepares wire transfers as necessary;Responsible for reporting budget to actual spending to the New York State Education Department via the annual ST-3 entered in the NYS Management System (SAMS);Assists with investing District funds;Completes annual sales tax reporting for School Lunch Program;Performs other related duties as required.SKILLS AND ABILITIES:Should possess a high level of professionalism and confidentiality.Should possess an even temperament, good manners and the ability to comprehend and carry out the objectives of the position in a very personable manner, possess judgment and discretion in handling all matters of a confidential nature. Should also have empathy and be able to diffuse difficult or confrontational situations.Because duties and responsibilities vary, based on the needs of the Business Office, the duties and responsibilities of this position require special clerical and account keeping skills and routines as determined by the Business Administrator.The specific nature of the work assigned is dependent upon the changing administrative needs of the Business Office.Candidate must possess a good knowledge of modern financial accounting and record keeping; familiarity with the laws, regulations, procedures and policies related to school district finances; ability to follow oral and written instructions; ability to keep financial records and prepare reports thereon; integrity; good judgment; and an ability to maintain confidentiality.It is noted that work requires a minimum amount of direction.QUALIFICATIONS:Graduation from a high school and three years of financial record keeping experience; orAn Associates Degree in finance (or a related field) and one year of experience as described under (a); orAny satisfactory equivalent combination of the foregoing training and experience.ADDITIONAL DUTIES AS APPLICABLE:The District reserves the right to materially change, at its sole discretion and at any time with additional compensation, the duties of the Treasurer position. Those duties and responsibilities could include (but are not limited to) the following:Act as Tax Collector to:Responsible for all phone calls and correspondence related to tax collection;Determine/obtain tax rates annually;Requests tax bills from Banks and Tax service agencies;Mails tax bills;Processes tax bill payments, corrections and delinquent tax bills;Perform any/all other duties necessary for the purposes of tax collection;And any other duties as required.
