DESCRIPTIVE STATEMENT:The Traffic Control Utility Worker II is a non-exempt position under the direct supervision of the Traffic Control Supervisor. The Traffic Control Utility Worker II requires moderate knowledge and skills in construction activities and the installation and maintenance of traffic control devices including traffic signals, signs, and pavement markings.This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.DUTIES & RESPONSIBILITIES:ESSENTIAL FUNCTIONS:
  • Operate light- to heavy-duty trucks
  • Operate and use common hand and power tools
  • Install traffic signal heads, traffic signs, and communication equipment at signalized intersections
  • Fabricate traffic signs, including sanding aluminum and peeling sheeting
  • Install and remove traffic signs
  • Install and remove pavement markings
  • Perform routine maintenance on paint truck
  • Set up work zone traffic control
  • Graffiti removal
  • Compile daily activity reports including materials used and work accomplished
  • Perform daily equipment inspections and minor repairs to equipment
IMPORTANT FUNCTIONS:
  • Perform semi-skilled work in the repair, maintenance, construction, installation, adjustment, replacement, and cleaning of traffic signal devices and communication equipment
  • Trench and install conduit
  • Pull wire and fiber optic cable
  • Locate fiber optic and traffic signal cable
  • Pour and finish concrete
  • Install, remove, and/or relocate traffic signal pole foundations and pull boxes
  • May perform the duties of similar classifications of an equal or lower pay grade
PHYSICAL REQUIREMENTS:The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Frequently lifting, carrying, pushing, or pulling equipment and supplies weighing up to 100 pounds
  • Frequently standing and walking for prolonged periods of time to perform routine job functions
  • Using manual dexterity to manipulate supplies, tools, and equipment
  • Using visual acuity (near/distant, color, and depth perception) to read operating manuals, instructions, circuit diagrams, schematics, wiring diagrams, field or construction drawings, safely operating a vehicle and equipment, identifying hazards, and performing daily functions
  • Frequently performing activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
  • Good speech communication, hearing, and listening for effective communication with others
  • Ability to handle moderate levels of stress including field traffic situations, interacting with the public, and other unpredictable changes to circumstances in a professional manner
KNOWLEDGE, SKILLS & ABILITIES:
  • The Traffic Control Utility Worker II shall possess the following knowledge, skills and abilities:
  • Basic knowledge of the Manual on Uniform Traffic Control Devices (MUTCD)
  • Basic knowledge of electrical circuits
  • Knowledge of and ability to use common hand and power tools
  • Knowledge of mathematical computations and tabulations, sufficient to perform the essential functions, which include basic arithmetic, division, and multiplication
  • Knowledge of and ability to adhere to safety policies
  • Ability to recognize problems and prioritize required corrective action to protect public life, health, and safety; to prevent damage to public and private property; and to ensure safe and efficient traffic operations
  • Ability to communicate effectively in writing and verbally with management, co-workers, and the general public
  • Ability to transmit data via two-way communications units (radio)
  • Ability to read a map and follow directions both verbal and written
  • Ability to search the internet and use Microsoft Word, Excel, and Outlook
  • Ability to learn the various types of sign sheeting and sign manufacturing processes
  • Ability to learn the various types of pavement marking materials and installation procedures
  • Ability to learn to service electrical and solid-state electronic devices
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies
  • Skill in the safe and lawful operation of a motor vehicle
  • Ability to perform all the job duties in a safe manner
MINIMUM QUALIFICATIONS:In addition to the knowledge, skills, and abilities listed above, the position requires:
  • A high school diploma or GED
  • At least one (1) year of successful work experience on projects in the public right-of-way which may include electrical installation, repair/maintenance work, construction work, or trade work at an apprentice level or higher
  • A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SPECIAL CONDITIONS OF EMPLOYMENT:This position is primarily performed in an outdoor environment and is subject to work in and around traffic, severe weather conditions including rain, snow, and wind. Employee will be subject to continuous standing, underground hazards, and/or working at heights. The individual must be able to perform the physical requirements of the position including lifting a minimum of 100 lbs. (e.g., lifting a traffic signal head while in a raised bucket). Position requires the individual to be on call on evenings and weekends and willing to work overtime and respond to work during emergencies. Position may require stand-by and shift work that includes days, nights, holidays, and weekends.In addition to meeting the minimum qualifications at the time of application, the employee must obtain the following certifications within the specified timeframes below:
  • American Traffic Safety Services Association (ATSSA) Traffic Control Technician within one (1) year of appointment
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
