POSITION DUTIES AND QUALIFICATIONSSUMMARY OF DUTIES:Supervises personnel performing Human Resources related functions and assists in the administration of the Human Resources Division.DUTIES AND RESPONSIBILITIES:*Position Specific SummaryThe Manager, Employee Training and Development is responsible for improving the productivity of the City of Tucson employees. This position assesses city-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for employees. This position actively searches, creatively designs, and implements effective methods to educate, enhance performance, and recognize performance of City employees. The position is responsible for analyzing training needs, developing learning programs and curriculum and delivering courses; evaluating the effectiveness of training and employee growth; and the development of reporting for measurement of training needs and results.Duties and ResponsibilitiesTraining Development (45%) - EssentialRecommends, develops, implements, and delivers annual learning and development programs for leaders, supervisors, and employees. Collaborates with HR Staff and other constituents to develop, deliver, and/or update learning programs for the City. Plans and conducts learning needs assessment, gather robust learning metrics, and report findings and recommendations. Identifies macro and micro goals and objectives of learning plans. Assesses and tracks the progress of macro and micro learning plans. Collaborates with internal resources of the City of Tucson to identify, develop, and deliver learning related to staff development. Develops and maintains organizational communications to ensure employees know about learning and development programs and resources. Gather feedback from trainers and trainees after each educational session.Learning Logistics (40%) - EssentialManages all logistics of learning events in a timely manner, with all essential aspects of the learning event addressed. Be available and physically present at learning events to support event. Administers, record, and track all compliance and/ or required learning activities related to HR for reporting purposes. Develops and maintains updated learning databases and learning records. Manages and maintains in-house training facilities and equipment. Continuously improve technological processes around learning communication, logistics, delivery, and tracking to increase training usage and employee engagement and improve retrieval of learning information. Develops web learning sites for communication about learning opportunities; leverage systems for registration and other LMS tools for content development and delivery; and utilize existing or new technological tools for tracking training. Plans, organizes, facilitates and orders supplies for employee development and learning events.Strategic Planning (10%) - EssentialCollaborates with HR Administrator and HR Director to create annual learning and development plans that include learning programs, required training, departmental training, and other specialized training options. Conducts annual learning and development needs assessment. Proposes learning and development programs and objectives. Develops and monitors spending against the departmental budget. Obtains and develops effective learning materials utilizing a variety of media. Trains and coaches managers, supervisors, and others involved in employee development efforts. Conducts follow-up studies of all completed training to evaluate and measure results. Modifies programs as needed. Exemplify the desired culture and philosophies of the organization. Works effectively as a team member with other members of management and the HR staff.   • Experience developing, delivering, and evaluating online and in-person learning and development plans for individuals, small groups, and large groups.
  • Experience evaluating individual and/or group professional development needs and recommending appropriate improvements.
  • Prior experience in developing and evaluating employee orientation and/or onboarding programs.
  • Prior work experience demonstrating strong verbal and written communication skills.
  • Prior work experience developing and maintaining physical or electronic training and development records.
  • Prior work experience in a Human Resources or training and development setting.
  • Prior work experience requiring strong public speaking and/or presentation skills.
  • Work experience demonstrating strong organizational skills.
