Description :INFORMATION TECHNOLOGY SYSTEMS ARCHITECTDISTINGUISHING FEATURES OF THE CLASS: The work involves planning, designing, implementing and advising on highly-technical aspects of the Information Technology strategic direction of the Erie County Medical Center Corporation (ECMCC). The incumbent plans and implements new and updates to existing information systems, develops systems processes and procedures, analyzes systems and technology needs and introduces new systems and related technology. Work is performed under the general supervision of the Director of Technical Services. Supervision is exercised over lower level technical and clerical employees. Does related work as required.TYPICAL WORK ACTIVITIES:
  • Participates in the development and maintenance of ECMCC’s Information Technology technical strategic direction, incorporating ECMCC’s mission, goals and budget;
  • Plans, designs, maintains, optimizes and implements new and updates to information technology hardware, software systems, data networks and processes in order to ensure organizational success in technical strategy;
  • Performs analysis on current systems and technology in order to recommend potential changes or enhancements that will assist in adhering to technological strategic direction;
  • Creates processes and procedures for integrating new information systems with existing systems;
  • Ensures compliance with applicable procedures, laws, rules, regulations and accreditation standards in creating and implementing the technical direction;
  • Assists in creating and implementing policies and procedures to ensure systems and technology support organizational goals, financial objective and information technology security needs;
  • Defines and performs functionality tests; reviews and analyzes tests results and develops corrective solutions;
  • Participates in daily technical operations work such as systems analysis and engineering, network design analysis and engineering, application analysis, security analysis and general technical troubleshooting;
  • Oversees the maintenance of ECMCC’s fleet of information technology equipment;
  • Trains and leads lower-level staff on the implementation of new technology;
  • Assists in developing annual budgets and short- and long-term planning and manages applicable vendor contracts;
  • Prepares and presents various reports related to systems and related technology;
  • Keeps abreast of industry information and trends related to information technology systems, attends and participates in continuing professional education courses and programs;
  • Attends and participates in meetings, committees, seminars, training sessions and in-services.
ADDITIONALLY, IF ASSIGNED TO NETWORK FUNCTION: Creates firewall rules, performs VPN configuration and assists virtualization team with remote access concerns related to network or network security; performs troubleshooting of data networks ; ability to perform packet captures.ADDITIONALLY, IF ASSIGNED TO VIRTUALIZATION FUNCTION: Creates and configures virtual machines; oversees balancing of server workloads across host servers while complying with licensing limitations.ADDITIONALLY, IF ASSIGNED TO DATABASE ADMINISTRATION FUNCTION: Assists in web application development to include current markup languages, scripting languages and relational databases such as SQL; creates and maintains databases as needed, including maintenance plans and performance optimization; works with other IT staff to ensure database backups are maintained and maximized for database availability and uptime.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of systems analysis and design; thorough knowledge of project development and management techniques; good knowledge of large hospital clinical operations and workflow the relate to information systems; good knowledge of applicable local, state, federal laws and accreditation standards as they relate to information technology systems ability to research and understand trends in information technology management for managed healthcare; ability to comprehend, interpret and incorporate service providers needs in systems design and analysis; ability to interpret and apply technical information; ability to develop solutions to complex problems in a creative and logical manner; ability to maintain general system software and hardware performance across multiple technology platforms; ability to supervise and train lower level employees; ability to work well under pressure; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.ADDITIONALLY, IF ASSIGNED TO NETWORK FUNCTION: Thorough knowledge of the principles and practices associated with the analysis, design, development, implementation and operation of LAN/SAN/MAN networks; good knowledge of converged IP based communications; thorough knowledge of firewalls and firewall concepts as they apply to a large healthcare setting; ability to perform network administration in a virtual environment.ADDITIONALLY, IF ASSIGNED TO VIRTUALIZATION FUNCTION: Thorough knowledge of systems virtualization technologies; good knowledge of typical virtualization licensing practices; good knowledge of information technology security, business continuance and disaster recovery as they apply in a virtual environment.ADDITIONALLY, IF ASSIGNED TO DATABASE ADMINISTRATION FUNCTION: Thorough knowledge of all activities typical to database administration such as performance optimization and database maintenance plan administration; good knowledge of markup languages and server-side scripting languages; ability to analyze and create databases; ability to write and analyze relational database queries;MINIMUM QUALIFICATIONS:
  • Possession of a Master’s Degree* and three (3) years of experience in IT systems analysis or network engineering which included clinical systems analysis or informatics analysis, one (1) year of which included administrative or supervisory experience; or:
  • Possession of a Bachelor’s Degree* and five (5) years of experience in IT systems analysis or network engineering which included clinical systems analysis or informatics analysis, one (1) year of which included administrative or supervisory experience; or:
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).
