  • A Research Financial Analyst Senior independently manages all phases of research award administration at the highest level of complexity, with a macro-level understanding of financial and compliance impacts and provides solutions to issues in creative and effective ways. Core responsibilities include:
  • Research fund portfolio management,including: budget forecasting, monitoring utilization to ensure fiscal compliance, resolving accounting issues, and providing direct financial advisory services.
  • Act as a liaison between the Principal Investigator, our central Sponsored Award offices (Office of Sponsored Research and Research Finance), and various other Moffitt departments to appropriately manage an award through its various life cycles.
  • Manage sponsored awards, this position requires knowledge of sponsor specific reporting requirements, including but not limited to OMB circulars A-110, A-122, and A-133 (administrative and audit requirements for educational and non-profit institutions) as well as Moffitt's Institutional guidelines. Acts as a resource expert and provides guidance to junior team members on interpretation and application of guidelines.
  • As a content expert, will serve as a mentor to junior and intermediate level team members, providing guidance and support that reinforces training to catalyze development and advancement.
Responsibilities:
  • Manage Principal Investigator (PI) Research Fund Portfolios. The senior professional level addresses diverse and complex issues with a macro-level understanding of financial and compliance impacts and provides solutions to issues in creative and effective ways.
  • Grant Submission Budget Preparation:
  • Collaborates with Grant Administrators, Principal Investigators, and other support staff to review/coordinate aspects of grant submission, provide guidance with budget and budget justification
  • Applies expertise to spearhead budget development of unique and complex funding mechanisms.
  • Active Grant Management:
  • Performs financial analysis on complex PI portfolio of accounts and provides guidance on strategic planning to maximize budget utilization in a fiscally responsible manner.
  • Develops forward-thinking forecasts based on historical spending trends, future planned spending, and overall funding portfolio.
  • Reconcile actual spending against approved budget, re-budgeting as necessary and allowed throughout the grant cycle.
  • Advise regarding the allow-ability of costs to be charged to a grant. Develops comprehensive recommendations for complex accounting issues and consult Research Finance as needed.
  • Anticipates projected overruns by proactively preparing appropriate cost transfers as needed throughout the grant cycle.
  • Coordinate with Office of Sponsored Research (OSR) and Research Finance (RF) to facilitate timely award activation.
  • Identifies potential grant issues and proposes potential solutions, considering overall impact to portfolio and Moffitt financial's.
  • Constructs strategic plans to achieve optimal utilization of institutional match funds, as required by specific funding mechanisms.
  • Facilitates and suggests budgetary controls as it related to varying expenditures including equipment, clinical trials, animal work, etc.
  • Evaluates contract payment structures to coordinate with various stakeholders to devise effective revenue recognition strategies that benefit project progression while being mindful of Moffitt financial's
  • Grant Close-Out:
  • Partners with Purchasing, Accounts Payable, and other departments to ensure incurred expenses are liquidated timely for appropriate closeout of all expired projects.
  • Collaborate with Research Finance to address grant close-out items.
  • Stays current with all new and existing regulatory requirements and institutional policies/procedures, and keeps PIs and department leadership informed of changes.
  • Verifies and assures fiscal compliance of expenditures per terms and conditions specified by funding mechanism
  • Manages faculty and staff effort appointments by factoring in PI recommendations, budget projections, and award specific effort requirements. Ensures alignment with OMB Circular A-122 and National Institutes of Health (NIH) salary cap guidelines.
  • Coordinates regularly scheduled time/effort reports to ensure accuracy and compliance with guidelines.
  • Manages regulatory compliance with items related to Comparative Medicine, Institutional Review Board (IRB), etc, as it pertains to the funding mechanism.
  • Ensures proposal compliance with Division and grantor policies and procedures, as well as those of subcontracting institutions.
  • Coordinate with Moffitt Foundation to request and manage donations received to support research driven initiatives.
  • Work with Financial Analysis Research Operations for set up and management of operational dollars.
  • Collaborate with Research Division Administration leadership on the initiation of new positions, replacement positions and termination of positions, dependent on funding availability.
  • Collaborate with Innovation Office and Alliance Relations on the management of Industry Sponsored agreements. Reviews and interprets specific milestones on agreements in order to advise on revenue recognition.
  • Responsible for working with Department Chairs, Program Leaders, & other Research leadership to prepare and manage department or program specific budgets, advising on their reasonableness as it relates to Moffitt's operational budget.
  • Work daily with Office of Sponsored Research, Research Finance, Grant Administrators and Pis on daily basis in management of grants and ensuring compliance
  • Acts as representation to other departments to educate and provide guidance on grant-specific financial-related subject-matter
  • Mentor junior & intermediate staff (RFA Assistant, I & II) by providing guidance and support that reinforces training to catalyze development and advancement.
  • Provide input into training material and provide educational sessions, as necessary.
  • Provide feedback for annual evaluations and assists in goal setting for RFA Assistant, I & II
  • Represents Department as a highly skilled grant management resource.
  • Audits accounts as assigned for consistency.
  • Analyzes financial data and develops comprehensive reports to present key financial metrics.
  • Provide feedback on implementation of new systems & processes to facilitate all aspects of grant management. Identifies opportunities for improvement through automation.
  • Identifies and initiates development and implementation of procedures within the department and with interdepartmental stakeholders.
  • Manages large or special projects or processes with limited oversight from supervisor or manager.
Credentials and Experience:
  • Bachelor’s Degree
  • 5 years of financial (i.e. forecasting, budgeting, analysis, etc.) experience, including at least 2 years of extramural funding (i.e. NIH, State of Florida, Foundation, etc.) management experience with a comprehensive understanding of related compliance requirements (i.e. OMB-Circulars, funding policies, NOAs, etc.) and a macro-level comprehension of operational finances.
  • Grant experience is a MUST
