- Responsible for applying scheduling theory to develop and maintain a resource loaded Integrated Master Schedule (IMS) schedule as the basis for the Earned Value Management System (EVMS) time phased budget and estimate to complete cost requirements
- Implement program scheduling business rhythms, developing baseline schedules and associated artifacts to meet contractual/project requirements, and monitoring, analyzing, and reporting performance against baseline schedules to ensure that contractual, cost and schedule
- In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish and maintain an accurate a Master Schedule, using MS Project, showing the tasks and resources required to deliver on-time, per customer requirements and milestones
- Work closely with multiple industry and government performers to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule.
- Develop and maintain linkages, dependencies and inter-dependencies with related projects.
- Ensure internal and external dependencies are documented and tracked for risk management.
- Identify major milestones, decision points, project life-cycle and other project events.
- Identify critical path and task dependencies.
- Set and maintain the baseline schedule and track all changes to the baselined schedule on a weekly basis.
- Perform ‘what if’ scenarios within the schedule.
- Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules.
- Perform schedule estimating through elicitation of team members and other stakeholders to capture estimations of new work, updated actuals and remaining work.
- Champion and support continuous Risk Mitigation and Issue Management through schedule analysis.
- Generate schedule reports based on planned vs actual work.
- Bachelor's degree and 12-15 years of project / program management experience. Prior experience must include program scheduling.
- Must be a US citizen and possess a minimum of a Secret clearance with the ability to obtain a TS/SCI clearance.
- Strong communications skills with the ability to work with the functional areas to identify and maintain all schedule tasks and dependencies.
- In depth IMS Project skill is required to facilitate meetings and work one-on-one to ascertain project activities, resources, requirements, predecessors, successors, impacts, milestones, etc.
- Proven working knowledge of MS Project and/or other schedule management tools (e.g., MS Project Server/Deltek Open Plan)
- Strong knowledge of scheduling theory and related best-practices (e.g., PASEG)
- Integrated Master Schedule (IMS) architecture (e.g., WBS or IMP based) experience
- Proven working knowledge of Critical Path
- Proven working knowledge of implementing and managing a resource loaded Integrated Master Schedule (IMS) schedule to provide the basis for the Earned Value Management System (EVMS) time phased budget and estimate to complete cost Schedule Status/Forecast Management/Business Rhythms
- Baseline Change Control and IMS configuration management.
- Ability to work independently with overall responsibility for the Master Schedule
- Proven ability to work well within a team/collaborative environment.
- Prior experience working on ABMS or JADC2 initiatives
- Prior C4ISR program experience including working group and/or IPT experience
- Experience linking Microsoft Project and Jira.
- Familiarity with Cloud and Edge Computing, Networks, Tactical Communications, Data Management, Systems Engineering, Cybersecurity, and C4ISR systems integration
