The Technical Lead / Architect experienced with BI/Data Warehouse technology will be responsible for solution development and the technical design and build for the BI Project. The Technical Lead will work within the BI Team as described herein, taking direction from the ITS PM. The Technical Lead shall work as a team member with Metro’s internal staff and other contract resources to implement a robust BI-solution to be rolled out in multiple stages. The resource will directly report to ITS PM and work under his guidance and supervision.To address the BI Project needs, ITS intends to contract for specialized technology resource perform representative duties as listed below: The Resource responsibilities shall include, but not limited to: 1. Work with the BI Project Team in defining a comprehensive technical solution design capable of satisfying Metro’s objectives and goals for the BI/Dashboard initiative and communicate the solution design to multiple audiences. 2. Team with other BI Project members to produce BI technical specifications for custom OBIEE/Power BI / Tableau configurations and data warehouse design to achieve BI solution objectives. 3. Produces detailed technical design documents to match the solution design specifications. 4. Completes/oversees the custom development and quality assurance efforts for BI configuration and custom development work. 5. Participates and lead, when needed, the BI Project meetings with the customer to gather requirements (functional and technical). 6. Provides quality reviews during development of BI solution designs through multiple project stages to ensure consistency. 7. Provides knowledge transfer to Metro ITS staff as required throughout contract.The resource will apply consulting and technical skills in the management of the entire project and tasks may include: 1. Consulting with and advising the ITS PM on planning, implementation methodology, scope definition, training, resource planning and other matters as needed to ensure a timely and successful completion of the different phases of the project. 2. Scoping and planning major business-driven BI Project activities and engagements. 3. Working with the ITS PM, maintaining a mutually agreeable project work plan and timeline with key milestones. 4. Managing mixed teams to complete project work in accordance with established budget, work schedules and quality standards. 5. Identifying and resolving functional and technical issues critical to the project’s strategic and operational success. PM shall update Metro’s Issue Tracking System. 6. Providing functional and technical content for project deliverables. 7. Attending technical meetings as required to discuss technical aspects of the project and reviewing comments on the documents submitted for approval. NOTE: When appropriate, these technical meetings shall be conducted as extensions to the progress meetings. 8. Developing conclusions and presenting/selling recommendations to senior business and ITS management personnel. 9. Providing solution implementation assistance as required. Proposing and following “Industry best practices and methodologies” in all phases of the project. 10. Adapting materials from leading industry insights to present to clients. 11. Managing stakeholder relationships and reporting project progress. 12. Leading, coaching, developing and supervising the efforts of assigned project staff. 13. Participates in the design of data architectures. 14. Designs, configures and builds databases that are used in relation with data architectures. 15. Maps data elements and translates data so that it can be shared among various application systems. 16. Assists in the development of strategies for data archive/recovery, database implementation and data acquisition. 17. Cleans and maintains data warehouses by restructuring and deleting old data. 18. Works with a database/data warehouse team to map data elements between various data storage technologies and defines ETL logic to move data between locations. 19. Develops detailed documentation for custom ETL data maps. 20. Develops OBIEE /FSG/other reports.RESOURCE TECHNICAL REQUIREMENTSThe preferred resource will have to be skilled in following BI technologies: a. Oracle OBIEE (10 years’ experience or more) b. Power BI (five years’ experience or more) c. Tableau (three or more years’ experience) For the following IT requirements, a total of 10 years or more (combined) performing the below activities: d. ETL technologies like (Oracle Data Integrator/Informatica/ etc.) e. Data Modeling f. Ability to lead a client engagement team through the entire life cycle of a BI project. g. Ability to facilitate the collection of key requirements and customer needs for an overall BI solution. h. Ability to lead the preparation of a conceptual design for an overall BI solution. i. Ability (based on experience) to lead the design and implementation of a BI solution using leading BI technology vendors. j. Ability to effectively operate independently and in a team environment. k. Exceptional understanding of data integration tools within targeted industries. l. Familiarity with Oracle EBS data structure, tables, and reports. m. Outstanding verbal and written communication skills n. Microsoft products including SQL, SharePoint, etc. o. Experience in meta-data management and data integration engines. p. Knowledge of the entire software development process from design through deployment; q. Proven analytical and problem-solving traits. r. Knowledge of the design, development and maintenance of various data models and their components. s. Understanding of BI tools and technologies as well as the optimization of underlying relational and multi-dimensional databases.OTHER REQUIREMENTS4.1. Contractor ResponsibilitiesContractor responsibilities shall include, but not be limited to, the following: a. Contractor’s resources shall report to and take daily direction from the responsible ITS Project Manager (ITS PM). b. Contractor’s resources shall work closely with the ITS PM to plan the expected work for each billing period. c. Contractor’s PM resource shall submit a monthly work status report by the fifth workday of each month summarizing the work performed during the reporting period; this report, after review and acceptance by the ITS PM, will serve as support for the associated billing period. d. Provide a knowledge transfer approach to ensure the Metro/ITS PM and staff become familiar with standard and customized technical and functional elements of designing and implementing BI/Dashboard technologies. e. Be flexible in scheduling since project activities are driven by a combination of internal and external dependencies. f. Contractor’s resources must securely handle confidential information they encounter on this engagement. To access Metro ‘s confidential information and secure areas, Metro will require Contractor personnel to sign a Confidentiality Agreement (non-disclosure agreement) and various security and confidentiality documents. g. Contractor personnel shall be responsible for the proper care of facilities and equipment made available to them throughout the term of the contract.4.2. Metro ResponsibilitiesMetro’s responsibilities shall include, but not be limited to, the following: a. The ITS Project Manager (ITS PM) will be responsible for the daily oversight of the BI/Dashboard Project and the contract PMO resources. The ITS PM will work closely with the Contractor’s PMO resources to determine work to be performed and to review work status/quality. b. Metro will provide Contractor’s assigned personnel a workstation, phone and network account with access to ITS shared data repositories. c. Metro reserves the right to request a change to assigned resources.PROJECT ASSUMPTIONSThe following assumptions shall apply: a. Contractor’s personnel shall perform their work on a Metro desktop PC or Metro issued laptop, if available, or on a Contractor supplied laptop. b. All interim and final work products shall be backed up at the end of each workday onto designated Metro storage device or shared data repository. c. Metro will own all rights to deliverables associated with this Statement of Work.
