Under general supervision, ensures that engineering and stormwater management plans submitted for construction within the County are prepared and approved in a manner that will result in developments that are in compliance with County ordinances, construction standards and federal requirements.
The following duties are normal for this position. Other duties may be required and assigned.Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations; coordinates training activities.Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.Assists with review of civil engineering aspects of commercial/residential development plans; reviews/verifies engineering calculations submitted by consultant engineers; ensures compliance with applicable laws, ordinances, regulations, and standards; initiates any actions necessary to correct deviations or violations.Communicates with supervisor, employees, other departments, County officials, contractors, developers, engineers, consultants, inspectors, property owners, the public, outside agencies and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.Coordinates with other County departments to identify potential illicit discharges; assists with inspections of stormwater best management practices and watershed improvement projects; conducts engineering analysis of drainage basins and pipes to determine nature of problems encountered and possible solutions.Responds to complaints and questions related to division operations and activities; provides information and technical assistance concerning construction plans, construction requirements, and related issues. Researches and investigates cause of problems; recommends solutions to problems; escalates disputes and conflicts between developers, contactors and the public to the County Engineer.Assists the County Engineer with the review and approval of stormwater management reports and plans for new developments; reviews/verifies hydrology calculations submitted by consultant engineers; reviews and approves lot grading plans; assists with securing and managing various types of stormwater related grants.Consults with Assistant County Engineer to review division operations/activities, review/resolve problems and provide recommendations; coordinates work activities with other departments, inspectors, contractors, outside agencies, or others as needed.
Provides information and technical assistance concerning plan review activities, code requirements, interpretation, compliance and related issues; discusses construction plans, permit procedures, status of plan reviews, problem areas, changes, required corrections, and contractor responsibilities with property owners, developers, contractors, subcontractors, engineers, and architects; recommends solutions to problems; responds to questions or complaints, researches problems and initiates problem resolution; provides information and technical expertise to other staff members.Conducts field inspections as needed; operates a motor vehicle to conduct work activities.Receives various forms, reports, correspondence, permit applications, site plans, engineering drawings, specifications, engineer's letters, complaints, plan revisions, photographs, product information, technical reports/ articles, street maps, codes, commentaries, ordinances, regulations, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, Adobe Pro, e-mail, internet, or other computer programs.Attends various meetings, seminars, workshops, and training sessions as appropriate or as needed.Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards, reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends, and advances, in the profession, reads professional literature.ADDITIONAL FUNCTIONSPerforms general/clerical tasks, which may include answering telephone calls, assisting visitors, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.Performs other related duties as required.
Bachelor's degree from an accredited college or university in Civil Engineering or closely related field; supplemented by three (3) years of progressively responsible experience and/or training that includes Civil Engineering, engineering plan review, and personnel supervision; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job. Must possess and maintain a valid Georgia Driver's license.
