- Promote and stimulate HSS risk management culture.
- Provide CMG with strategic advice based on changes to the context.
- Act as an adviser to the Crisis Management Team (CMT) leader during a crisis and take lead as and when delegated, ensure relevant quality control and monitoring/evaluation standards in the area.
- Oversee and support HSS management to staff, assets, operations and reputation of NRC in Venezuela.
- Implement the NRC Global HSS Management System at CO level and provide reports as required.
- Develop and maintain key HSS documents and procedures including strategy and budget.
- Responsible for the continued implementation and enhancement of a robust security structure in the countries of operation.
- Develop specific SOPs, security reports and contingency planning as needed.
- Work closely with programme staff to plan and coordinate activities in the field from a security
- Support Area Managers in implementing the risk management approach defined by HSS, including reviews and updates of Security Risk Assessments (SRAs).
- Ensure the HSS team contributes and maintains the documentation of security incidents in NRC Protect and updates for a comprehensive view on events & trends.
- Organise and implement HSS relevant trainings (HEIST, First Aid etc.) as well as drills for specific HSS procedures.
- Build a strong collaboration with HR Manager to ensure Duty of Care principles are implemented.
- Liaise with other INGOs' security focal persons and key stakeholders (UN, ICRC, embassies, …), ensuring good communication and collaboration in order to gather relevant information.
- Minimum 3 years of experience from working as an HSS Manager in a humanitarian/recovery context.
- Professional qualifications or studies in social or political sciences, security management or related fields.
- Previous experience from working in complex and volatile contexts in international settings.
- Documented results related to the position's responsibilities.
- Fluency in Spanish and English, both written and verbal.
- Valid driver's license.
- Experience in Latin America is preferred, international experience is strongly desired.
- Knowledge of the context in Venezuela.
- Substantial and demonstrated prior experience as a security trainer.
- Prior work experience in the country is highly desireable.
- Prior experience in leading security teams is desireable.
- Experience or qualifications in humanitarian access are desireable.
- Experience in risk management for implementing partners or remote management is an asset.
- Knowledge about own leadership skills/profile.
