DescriptionIn a fast paced customer service position in person and on the telephone provides technical and administrative support to citizens and businesses. Under limited supervision, analyzes, regulates, and enforces all local, state and federally mandated title and registration laws. As agents of the Department of Revenue verify authenticity of documents presented and collect statutory revenue including sales and/or use tax, license fees and ownership tax. Provides assistance to citizens of the jurisdiction with registration and titling of vehicles. Provides customer service while performing complex and varied transactions related to the titling and registering of vehicles, equipment and manufactured homes and/or any other statutory or ancillary duty as assigned within any of the Clerk and Recorder's Divisions (Elections, Recording, Clerk to Board). Duties assigned may be of substantial intricacy. This is a full time temporary position with the possibility of becoming full time in the future.Essential DutiesESSENTIAL JOB FUNCTIONS:(The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. All responsibilities may not be performed by all incumbents.)Accurately process applications and issue motor vehicle and manufactured home titles and licenses at the counter; determine type of title and license needed; accurately calculate and collect appropriate sales and/or use tax, license fees, late penalties and ownership tax, enforce heavy vehicle use tax programs;Utilize and available resources to verify accuracy of all documentation submitted and ensure compliance with motor vehicle statutes, state and local rules and regulations. Successfully complete training modules and actively participate and engage in ongoing training activities.Respond and resolve internal and external customer complaints and issues in an accurate, positive, polite and professional manner, may include explanation of statutes, policies and procedures that apply to each situation; use effective communication skills to diffuse upset customers, problem solving skills and good judgment when referring complex issues to supervisor.Issue titles, license plates, persons with disability placards, or temporary permits according to the laws and rules of Federal, State and local jurisdictions; check and verify documentation dispersed and received to and/or from the public to make sure it is legal and correctAccurately process registrations for all class B, C, D, and F vehicles and annual renewals as needed or assigned; process and apply for salvage titles, bond titles, public and private tow titles, homemade assigned identification numbers, duplicate titles and titlesAccurately and efficiently follow up on outstanding title and cash tendering matters in cooperation with manager to ensure accurate and timely resolutionAccurately process and manage all steps of the lien filing process; includes filing, and entering lien documents, files first, second, third and fourth lines on titles as needed; Respond to inquiries regarding Security Agreements in a timely manner.Input appropriate information into computer system to process each transaction; accurately and honestly collect, receive and reconcile fees and charges from the public; track and manage all title transactions and follow up on paperwork rejected by the State in a timely manner through final issuance of title; may use spreadsheet or document tracking moduleAccurately and efficiently operate cash tendering system, maintain cash drawers, enter check, cash and credit card payments accurately to ensure end of day balancing; balance and prepare deposit of individual cash drawerMaintain and verify assigned inventory by ensuring plates, tabs, receipts and other miscellaneous inventory is dispersed correctly.Use of high level and complex communication skills in a polite and professional manner in all areas including written (reading and writing is required using correct English grammar, punctuation and spelling to communicate thoughts, ideas, information and messages) and verbal communications (includes the ability to receive attend to, interpret and respond to verbal messages and other cues such as body language in ways that are appropriate to listeners in all situations) when working with citizens, outside agencies, internal department and other Mesa County employees. This will include contact with manufactured home owners, vehicle and equipment owners, title companies, financial institutions or dealerships regarding customer paperwork and correspondence to customers explaining fees, reasons for rejection and policies and procedures; figure all sales tax and use tax dueProcess all incoming mail; review documents received for completeness and accuracy; prepare for data entry; process mortgage mail, renewals and drop-off work receivedAccurately process and manage all steps of complex registrations involving GVW, SMM, TVW; complete processes related to special requirements for these vehicles, obtain manager's approval and/or acknowledgement as requiredMaintain files and records required by Colorado Department of Motor VehiclesEnforce Secure and Verifiable Identification requirements, being able to evaluate government issued identification (foreign and domestic) forms for authenticity and validityComplete training, testing and certification for Notary Public within 4 months of hire and perform Notary Public functions as requiredPerform inspections onsite and offsite as needed and/or assigned; includes vehicle identification number verifications, SMM field inspections and corresponding notifications of non-compliance. Identify and recognize altered or modified VIN numbers and report alterations to manager prior to processing transactions.Perform voter registration as neededIssue marriage licenses and civil union licenses as neededAssist with answering incoming calls on internal lines. As assigned will assist the phone switchboard staffWork at any Clerk and Recorder Office location and/or Department when requested; participate and cooperate in cross training goals and activities. Overtime is required for assignments to Elections and for Security Agreement processing as needed.Oral and written communications must be clear and effective.Performs other related duties as assigned.Minimum RequirementsMINIMUM QUALIFICATIONS REQUIRED:Education and Experience:High school diploma or equivalent and four (4) years of clerical experience which involved typing, filing and interacting with the public to disseminate information and experience with motor vehicle titles or registrations, preferred.Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.Supplemental InformationPHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.Work is generally confined to a standard office environment.
