Talk about being at the heart of the action! The Director of Contracts & Procurement plays a critical role in our organization, overseeing all aspects of department staffing, solicitations, procurement, and contracting in a centralized purchasing environment, as well as the management of administrative office workspace. You possess a solid understanding of procurement rules and regulations promulgated by law and the Federal Aviation Administration (FAA). Experience in public-sector purchasing/procurement is strongly preferred.The position supervises both professional and technical personnel on a high-functioning team who are passionately committed to providing excellent customer service, professional excellence, and procurement expertise.   • Supervises, coordinates, schedules, and evaluates staff; makes recommendations for hiring of department staff, and is responsible for the promotion, discipline, suspension, and discharge of employees; mentors and trains staff while providing guidance and support to ensure adherence to established safety protocols, and policies and procedures.
  • Develops, implements, and administers contract and procurement policies and procedures to efficiently, honestly, economically, and productively purchasing goods and services; creates and leads periodic training for RTAA departments that align with established contract and procurement policies and procedures.
  • Responsible for the oversight and administration of all solicitations and centralized procurement of goods and services while ensuring conformance with statutory and regulatory requirements as well as established policies and procedures including verifying that proposed procurement falls within fiscal budgetary limits; provides information and guidance to RTAA departments regarding their procurement needs including developing specifications for goods and services.
  • Develops, analyzes, and administers RTAA-wide procurement contracts; reviews contract stipulations, specifications, and insurance and bonding requirements; ensures conformity and compliance with the RTAA's policies, procedures, and service provision expectations; recommends changes and administers contract templates; escalates troublesome or unfamiliar contract/legal questions to the Chief Legal Officer.
  • Develops strategy and negotiates contracts under terms that benefit and/or minimize potential losses to the RTAA, including completing full analytical review, conducting strategy meetings to evaluate issues and department needs, facilitating pricing discussions, and obtaining senior management input on timelines and deliverables.
Successful Candidates will Possess:
  • Strong knowledge of laws, principles, theories, and practices of purchasing, particularly government purchasing procedures, and familiarity with Nevada Revised Statutes and Federal Aviation Administration contract provision guidelines and regulations.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Robust knowledge of sources of supply, markets, products, and price trends to include standards and specifications for a variety of business and aviation related products and materials.
  • Exceptional ability to meet business-driven deadlines and commitments while maintaining a high level of quality, attention to detail and professionalism with proven track record demonstrating ability to work collaboratively with department heads, managers, supervisors, employees, vendors, suppliers, contractors, and external public and private agencies.
  • Skill in drafting, reviewing, and negotiating a wide range of contracts with ability to review, analyze, and assess risk.
  • Skilled in conflict resolution, problem solving, analyzing problems, and identifying alternative solutions.
  • Excellent ability to communicate effectively, both verbally and in writing.
  • Excellent computer skills, including proficiency in Microsoft Office Suite, and familiarity with ERP software.
Position Requirements: Education | Experience | Certifications
  • Bachelor's Degree from an accredited college or university in business administration, public administration, or a related field; AND
  • Eight (8) years of increasingly responsible management experience as senior procurement staff in a centralized purchasing organization, preferably in an airport environment, including five (5) years of management and supervisory experience; OR
  • An equivalent combination of education, training, and experience that provides the desired knowledge, skills, and abilities to perform the work.
  • A valid driver's license is required at the time of application.
Entry Salary: $114,143 - $143,820 per year, with opportunity for additional merit-based increases to a range maximum of $173,497. Initial salary placement will be based upon experience and qualifications.
