The incumbent is a Project Engineer, Licensed P.Eng in a North American (USA or CANADA) Jurisdiction, and is responsible for the following:
  • Accountable for technical leadership in the preparation of plans, calculations, reports, and technical decisions in execution of projects; Requires application of well-developed technical knowledge (technical specialist) in planning, conducting and coordinating difficult assignments.
  • Provides guidance and designs standards to lead junior staff in technical decisions and is accountable for High complexity technical decisions;
  • Accountable for supporting operations in decision making related to outages, and unexpected power system events (trips);
  • Solves complex problems of electrical optimization of facilities, and develops standards for Junior Engineers for similar future occurrences;
  • Resolves EPIC requests, Gensuite Assignments., and acts as SME for OPEX and CAPEX projects; develops standards, processes and procedures to guide more Junior staff in similar efforts;
  • Accountable for completion of modelling and testing for NERC and market compliance
  • Makes independent decisions in planning, organizing and completing technical assignments.; Work is only reviewed for soundness of judgement and not technical accuracy.
  • May schedule and plan work for team and provide input in performance evaluation and people development.
  • Acts as Engineering project team lead for a small team
Accountabilities
  • Provide electrical engineering knowledge and expertise develops standards, processes and procedures for safe and reliable operation and maintenance of renewable power generation facilities;
  • Research all electrical engineering aspects of power generation technology as required, assimilating information into expertise, educating others in the organization at the appropriate level, debating technical issues both inside and outside the organization, and providing recommendations and guidance based on the developed expertise.
  • Lead, conduct, and/or coordinate analysis related to electrical power generation, reliability, and failures, including leading the development of root cause analysis and related recommendations.
  • Perform technical evaluation and analysis of emerging electrical engineering technology for improvements in safety, energy performance, equipment inspection and reliability, and lifecycle assessment
  • Lead troubleshooting and resolution of technical issues associated with the installation and operation of Power Plant Controllers, Protection and Control equipment, substation automation, non-operational data, and SCADA
  • Lead troubleshooting exercises and support of Field Operations staff during unplanned outages
  • Standardization, definition and collection of the necessary data for problem solving, including reports on condition of equipment, defining and/or executing site investigations, reviewing design features of equipment, evaluation of maintenance repair and rehabilitation methods, availability of equipment and materials
  • Provide analysis of operating data to determine trends and identify risks, including guidance in the interpretation of operating data to other members of the Operations Engineering team.
  • Review for accuracy and soundness: inspection reports, equipment test results, commissioning documents, quality assurance documentation, as-built drawings, etc.
  • Establish Standards for improved responses to challenging situations.
  • Produce technical reports in response to complex FERC, NERC, and Market requirements
  • Execute and/or Lead the production of models in PSCAD, PSSE and other electrical engineering tools
  • Act as a subject matter expert in electrical engineering during internal/external audits and in external interfaces with regulators
  • Work with OEMs to ensure LP facilities meet compliance requirements
  • Establish standard processes and procedures for proving/documenting NERC and Market compliance
  • Set technical direction for changes necessary in LP facilities to achieve compliance
  • Execute small to intermediate projects related to equipment repair, compliance, NERC, market requirements, replacement, retrofits, or other organizational needs;
  • Effectively communicate project status, risks and opportunities, and cost / schedule performance to stakeholders.
  • Provide project planning services for technology-based projects including preparing; (1) scope of work definition, (2) budget estimating, and (3) project scheduling for the purpose of project justification and obtaining project approval.
  • Recognize opportunities for standardization of work and produce standard processes and procedures for improved project performance.
  • Operational readiness of new facilities- provide leadership regarding electrical components (training, technical documentation and drawings).
  • Interface and manage external contractors, service providers, consultants, and original equipment manufacturers including the preparation of scope of work and request for proposal documents, evaluating proposals, executing commercial paperwork, and managing the work.
  • Perform all work treating worker and public safety as paramount and in compliance with all environmental and other regulatory
Education and Experience
  • Project Engineer, Licensed P.Eng in a North American (USA or CANADA) Jurisdiction
  • Desire / vision to pursue PMI (PMP) certification (not required).
  • Ability to travel (air, rail, automobile)
  • Ability to travel to US and within Canada (to reach ALL liberty-power sites)
  • Bilingual (English, French) is a significant benefit but not mandatory
  • Experienced in renewable power generation
  • Technical understanding of Transformers, Electrical Power Generation, transmisision, P&C, SCADA, NERC Compliance - specialist-level knowledge in one or more of these topics.
  • Experience with the troubleshooting, application, service and operation of electrical control systems.
  • Must have a high aptitude for technical learning and information assimilation noting there is not an expectation that the individual will be an expert in all areas of power generation utilized by Liberty Power but that they will be able to develop the expertise as, and when required including acknowledging when outside expertise resources should be engaged, and identifying and procuring those resources as need.
  • Must have strong communication skills for the purpose of sharing and transferring critical developed expertise to others as needed, as well as communicating and defending technology based opinions, recommendations, and decisions.
  • Strong technical, analytical and problem-solving skills
  • Knowledge of renewable energy operations, best practices and industry safety standards
  • Must be disciplined, as often the role is self-guided and self-managing with challenging performance expectations and measures.
  • Must have a basic understanding of worker and public safety issues and environmental regulations.
  • Must have the ability to succeed in Liberty Power provided safety training including practical and table top training.
  • Must be able and flexible to travel within Canada and the United States as needed.
  • Bilingual French / English an asset.
