May 16, 2024POSITION ANNOUNCEMENTResearch Scientist IIISalary Grade 25: $88,938 - $101,067The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Research Scientist III at the New York State Office of Addiction Services and Supports (OASAS), Division of Grants Management and Special Projects (GMSP). The position is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) State Opioid Response 2022 (SOR III) grant The successful candidate will evaluate various initiatives designed to combat the opioid crisis, including an OASAS Regional Network Approach that funds providers' delivery of an array of evidence-based prevention, treatment, harm reduction, and recovery services.The successful candidate will have demonstrated experience in evaluation, data science and mapping, and a proficiency in SAS, Tableau, Microsoft Excel, Word, and PowerPoint. The candidate will have experience conducting reviews of scientific literature, scientific writing, and working across large data sets at the state and federal levels with attention to how outcomes are affected by spending.Responsibilities include but are not limited to:
  • Serve as evaluation specialist on multiple, concurrent projects;
  • Design and implement evaluation plans that address project objectives and stakeholder needs;
  • Collect, clean, analyze, and interpret data using both qualitative and quantitative methods;
  • Assess the statistical methods and procedures used to determine best practices to ensure validity, applicability, efficiency, and accuracy;
  • Perform descriptive and multivariate statistical analyses of data;
  • Analyze and interpret statistical data;
  • Prepare tables, graphs, fact sheets, and written reports summarizing research results;
  • Write clear and concise reports that communicate findings and make recommendations;
  • Present evaluation results to diverse audiences in a variety of formats;
  • Manage all aspects of assigned evaluations, with continuous process improvement;
  • Collaborate with team to include project director, project coordinators, subject matter experts, providing technical assistance and guidance as needed;
  • Stay abreast of new developments in the field of public health evaluation and share knowledge with colleagues;
  • Calculate, interpret and communicate statistics from data systems and provide findings in a variety of formats to both technical and general audiences;
  • Conceptualize and execute a complete quantitative analysis:
  • Evaluate available data sources and develop an appropriate analytic plan;
  • Clean and prep large sets of data for analysis (e.g., variable construction, merging data files, data cleaning, manipulating and combining datafiles containing different levels of data);
  • Identify appropriate statistical analysis.
  • Other duties as assigned.
Minimum Qualifications:
  • A Bachelor's degree from an accredited college or university with specialization in health economics, psychology, public health, data science, statistics or related field and at least four (4) years of full-time experience in a research capacity in the appropriate field of specialization.
  • A Master's degree from an accredited college or university with specialization in health economics, psychology, public health, data science, statistics or related field may substitute for one (1) year of experience as noted above.
  • A Doctoral degree from an accredited college or university with specialization in health economics, psychology, public health, data science, statistics or related field may substitute for two (2) years of experience as noted above.
