ContextThe HSSE Manager supports the Nexans Charleston submarine cable manufacturing plant through the positions responsibilities.PurposeCoordinate the operational activities required to insure compliance with statutory regulations governing workplace health, safety and environmental. Lead operational activities designed to continuously improve the safety of the work environment while involving all employees in the activities. Ensure 24/7 safety and security of the facility and grounds through management of on-site security and off-site emergency personnel. Be an active member of the NA HSE network.Areas of responsibility
  • Develops, implements, measures effectiveness of standard operating procedures and policies, regarding health, safety and environmental activities, exist, are kept current, and are effectively communicated to the appropriate individuals
  • Establishes, maintains, and communicates health, safety and environmental metrics as required by local and corporate management
  • Developments an annual health, safety and environmental tactical plan that is geared towards meeting the established objectives
  • Leads actions and activities identified in the health, safety and environmental tactical plan
  • Ensures compliance to Federal OSHA & EPA regulations by developing, implementing and monitoring programs
  • Establishes procedures for fire protection and emergency response services (Fire, Rescue, HAZMAT, Medical), and performs regular drills
  • Coordination of the PPE supply to insure it is appropriate and an adequate supply is available and distribution controlled to employees and visitors
  • Ensures visitors and contractors sign the rules form before entering the facility (Safety & Confidentiality agreement)
  • Participates in the purchase and installation process of new equipment to insure adequate safeguards are in place, and a risk assessment with resulting JSA's, SWI's and BBS audits are performed, developed and implemented
  • Develops and monitors the visitor/contractor/temporary employees safety policy to insure adequate rules are established, effectively communicated, and complied with by all
  • Performs routine facility safety audits, risk assessments, vulnerability analysis to identify safety hazards and initiate corrective actions
  • Participates in continuous improvement efforts using lean techniques for waste reduction, productivity improvements and cost savings
  • Ensures the site is qualified to obtain and sustain the Nexans EHP label (environment highly protected)
  • Collects data necessary to comply and complete Federal, State and Local Tier II and TRI annual reports
  • Provides and/or coordinates technical and soft-skills safety training programs and evaluates its effectiveness (Employee JSA, Ergonomics, SUSA, Hearing Conservation Program, Lead, etc.)
  • Insures all mandated and recommended inspections of safety and environmental factors (noise monitoring, air quality, fire system inspections, etc.) are performed as regulated or required
  • Coordinates licensing programs designed to insure safe operation and inspection of equipment or machinery (Forklifts, Cranes, Fall Protection, etc.)
  • Develops programs and materials, conducts HSE orientation/training for all new employees
  • Insures all mandated and recommended health, safety and environmental training for employees is updated, effective, completed on time and documented
  • Enters all site training records into the TTS and files with HR
  • Keeps abreast of and communicates changes in health, safety and environmental regulations that impact our mode of operation
  • Acts as a vocal and visible advocate for health, safety and environmental at all times through words, actions and other media designed to focus attention on the subject
  • Informs management team of OSHA regulation and implement changes to the business as necessary for compliance
  • Instructs, trains, mentors, manages and evaluates personnel
  • Ensure 24/7 security coverage for the facility and grounds (including day-to-day management of on-site security guards, security video, external emergency alarm monitoring) to protect against theft and property damage
  • Direct manager of the 8-4 Monday-Friday Reception Area Security & Administrator - Ensures proper security/receptionist performance. Balances and prioritizes administrative workload performed for the various departments within the facility
  • Manages distribution and return of keys for all personnel
  • Maintains certification as the Radiation Safety Officer; ensures compliance to all applicable Federal NRC and DHEC Title B State regulations; monitors radiation exposure levels to employees and facility
  • Manages and monitors the DHEC air permit including lead level testing
  • Tests and monitors noise levels and maintains compliance to the Hearing Conservation Program requirements
  • Oversees the storm water program by CRP and ensures quarterly storm water samples are drawn and tested
  • Advises installation department on HSE issues upon request
  • Performs annual internal ISO 9001 audits
  • Coordinates Nexans Safety Day on-site events
  • Supports fully the Nexans North America safety initiatives
