We are committed to quality and excellence in customer service, and we rely on our organization's values, traditions, and - most importantly - our employees to achieve these goals.Nature of Work: An Accountant Advanced is the advanced level of work examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems, preparing financial reports or statements, and providing fiscal advice to management. Employees in this classification perform specialized duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting. This position verifies the propriety of MDTA expenses and financial transactions and prepares financial information for internal and external customers. The duties and responsibilities for this position include, but are not limited to, the following:
  • Review consultant invoices and construction estimates for capital projects to determine compliance with the terms of the contract, accuracy of progress payments, and allocation of cost;
  • Review vendor invoice payments to verify the accuracy of billing and accuracy of budgetary coding and that expenditures are in accordance with State and MDTA procurement regulations and policies;
  • Perform monthly accounts reconciliations on all construction contracts, ensuring that all payments were recorded correctly and the correct general ledger accounts used;
  • Provide detailed accounts on retainages held on construction contracts;
  • Review and update overhead rate audits on each consultant's payments; and
  • Perform fiscal year-end accounting for financial reports.
Employees in this classification receive direct supervision from an Accountant Supervisor II. The current vacancy is located in Baltimore, MD. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.4. Applicants may substitute one year of professional auditing experience for one year of the required experience.5.
