About the job Field Implementation Specialist ( Closing date 29-03-2024)Title: Field Implementation Specialist (2 Positions)Duty Station: Peshawar, with frequent travel to the Merged AreasType of Contract: ConsultancyContract Duration: 6 months.Number of Positions: 2 PositionsBackgroundThe Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis is placed on inclusive development, to ensure that marginalized population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate, and/or address the effects of climate change and other risks.Against this background, MAGP is recruiting a Field Implementation Specialist to support the implementation of the next phase of the Accelerated Implementation Plan (AIP-II) (2022-2025) under the Tribal Decade Strategy (TDS) (2020-2030) as well as contribute to ongoing workstreams, in close collaboration with the relevant Sector Specialist(s).Objectives & TargetsTo ensure timely implementation of MAGPs activities and work planReporting Structure & Co-ordinationThe Field Implementation Specialist will report to the MAGP Programme Manager/Team Lead and will work under the technical tasking and oversight of the Lead Economic Adviser (LEA). Day-to-day reporting may be to a designated supervisor under delegated authority, as required.Detailed Results
  • Manage assigned project activities, ensure necessary linkages with technical resources, and culminate them into assigned outputs.
  • Liaise actively with GoKP on timely implementation of project activities and resolve implementation challenges through coordination with senior management and relevant government counterparts.
  • Brief GoKP counterparts as required on the progress and implementation of project activities and ensure adherence to project work plan timelines in consultation with senior management.
  • Ensure adequate operational support and organize consultations with Government counterparts for the sector specialists to support the development of the assigned Development Products.
  • Organize and conduct data collection and stakeholders consultation as and when required.
  • Organize departmental consultations and interactions as assigned to align Development Products and MAGPs activities with the Governments priorities.
  • Promote gender mainstreaming in project activities.
  • Develop activities that address gender issues while ensuring that all work plan activities are gender sensitive.
  • Ensure comprehensive, timely, and substantive reporting.

Minimum Qualifications and ExperienceThe candidate must possess the following experience:
  • Masters degree in the relevant sector, from a reputable university.
  • At least 6+ years of experience in a relevant field.
  • The candidate needs to be an expert with knowledge and experience in the relevant development sector of Pakistan.
  • Good understanding and knowledge of the KP region, especially the MAs.
  • Fluency in the English and Urdu is required. Fluency in Pashto is highly desirable.
  • Excellent interpersonal communication skills.
  • Availability to provide intermittent technical inputs
  • Demonstrated ability to work under stress and to multi-task.
  • Acting as a team player and facilitating teamwork.
  • Excellent skills in report writing.
  • Positive attitude with a mindset to deliver development services in a professional manner.
