- Enforces the City's non-criminal codes and ordinances, including-but not limited to-nuisances, signage, animals, litter, abandoned vehicles, home occupations, and other code violation issues.
- Identify code violations and conduct field inspections. Issue written and/or verbal notices of code and regulation violations.
- Respond to calls and investigate complaints of code, ordinance, nuisance, or otherwise non-compliant conditions on private property, public property, and business establishments.
- Interact with the City Attorney in preparation for code enforcement cases.
- Interact with the general public and other City, County, and State agencies to enforce City Codes
- Proposes and updates programs and procedures, including amendments or changes to city codes or regulations to enhance the City's code enforcement program.
- Establish and maintain cooperative working relationships with city officials and employees, the general public, and representatives of other agencies toward the accomplishment of assigned projects.
- Meets with developers, business owners, neighborhood representatives, and residents to understand and explain issues, codes, and code enforcement procedures.
- Research and review codes, including building and fire codes, statutes, plans, permits, and plats; report findings and codes to citizens, staff, businesses, and other agencies.
- Review business signage for installation and visibility according to code.
- Remove signs and obstructions from public right-of-way and property within the City of Duvall limits.
- Gather evidence. Take photographs appropriately documenting the violation(s). Prepare legal notices, cases, and documents for applicable hearings.
- Maintain appropriate cases and files. Complete case documentation and incident reports and compile accurate and consistent supporting documentation to document and explain facts and circumstances surrounding the violation(s).
- Presents evidence in various legal proceedings. Testifies in a courtroom setting or other legal proceeding to ensure that complete and correct information is related to all participants; provides depositions to the court.
- Ability to understand and follow written and oral instructions.
- Knowledge of and proven ability to utilize and interpret applicable state, federal, and local laws, rules, ordinances, and regulatory standards relevant to the work.
- Ability to review applications, interpret and apply code requirements, and provide administrative support, ensuring legal notice requirements are met.
- Demonstrated knowledge of consistent investigative principles, methods, techniques, and case management principles to preserve evidence and establish documentation and an audit trail for legal purposes.
- Strong record-keeping, report preparation, filing methods, case management techniques, and public case regulation skills. Must have solid attention to detail and accuracy skills.
- Knowledge of the geography, streets, and principal locations of the City's zoning areas or ability to acquire this knowledge rapidly.
- Proven ability to apply sound independent judgment and discretion principles during inspection activities under SOP and State and Local laws and ordinances.
- Talent to understand and utilize zoning maps, land use maps, plats, tax rolls, and other documents related to real property.
- Proven oral and written communication skills. Must effectively communicate with the Community Development Director, building officials, and Community Development and work with public and private interests in achieving the goals of the Department regarding complex and diverse code enforcement topics. • Ability to establish and maintain effective working relationships and communications with co-workers, business and community interest groups, and the general public
- Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimal direction.
- Demonstrated problem-solving skills in research, resolving issues with minimal assistance, and determining the proper action.
- Problem-solve and resolve conflicts positively and defuse potentially difficult situations.
- Establish and maintain a records management system consistent with State public records laws.
- Provide excellent customer service to internal and external customers.
- Maintain confidentiality of business records where appropriate.
- Work independently and as a team member; appropriately keep supervisor apprised of investigative findings, unusual incidents, and workload status.
- Two years of experience in municipal code enforcement, building inspection, planning, law enforcement, or investigative work in a related industry.
- High school diploma or GED.
- An associate's degree in development, construction-related field, or law enforcement is preferred.
- Must possess or be able to possess a Washington State driver's license within one month of the hire date
- Certification by the American Association of Code Enforcement as code enforcement officer preferred.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas employing the spoken word.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
