Job DescriptionSummary
Interprets, applies, and explains provisions of the regulations, policies, and procedures of the Department of Motor Vehicles (DMV) pertaining to the licensing, registering and titling of vehicles, motor homes, and trailers. The work involves reviewing and processing transactions related to the registration of vehicles. Reviews required applications and supporting documentation for accuracy and completeness of information and processes and produce approved license plates and registration forms through the use of a computer terminal connected to the North Carolina Department of Motor Vehicle's Central Computer.Essential Duties and Responsibilities
NOTE: This job description is not intended to be all-inclusive. Employees may perform other related duties as negotiated to meet the ongoing needs of the organization.Processes title applications from individuals, dealerships, and businesses; determines appropriate forms required for each transaction whether from out-of-state, in-state, wills, intestacy or estates.
  • Processes renewal applications, checks for accuracy and completeness of title/registration applications, processes duplicate titles, permits, and handicap applications, and completes changes in vehicle registrations.
  • Assists applicants in the proper completion of forms and answers requests for information.
  • Reviews applications for license plates and vehicle registrations for completeness, the accuracy of the information, and readiness for computer input.
  • Indicates approval of applications or advises customer of need for additional data or documentation
  • Processes approved applications by operation of a computer terminal and resolve discrepancies that may occur.
  • Computes property taxes and fees and collects payments.
  • Provides the customer with completed documents, license plates or renewal stickers.
  • Consults regulations and/or contacts representatives of the State Department of Motor Vehicles by telephone in order to address unusual customer problems.
  • Receives, counts, stores, and secures license plates, license plate stickers, blank forms, and other supplies.
  • Reconciles transactions and money received.
  • Makes out bank deposit slips and makes bank deposits.
  • Ensures state deposit is certified with IMS.
  • Handles a variety of customer problems and complaints and follows procedures for handling and resolving.
  • References NCDMV Vehicle Registration and Title Manual as necessary.
  • Performs other duties as assigned.
Required Education and/or Experience
High school diploma or general education degree (GED); supplemented by courses in accounting, business management, or related field; and at least 3 - 5 years' experience in customer service; or an equivalent combination of education and experience. License plate experience preferred.Special Requirements
  • Valid N.C. driver's license and acceptable driving record.

Knowledge, Skills, and Abilities
  • Thorough knowledge of the North Carolina Department of Motor Vehicles rules, regulations and laws
  • General knowledge of cashiering principles and practices;
  • General knowledge of standard office procedures, practices, and equipment
  • Skill in coding/decoding information; clerical aptitude; ability to make arithmetic computations rapidly and accurately;
  • Ability to understand and interpret laws, rules, and regulations pertaining to the issuance of motor vehicle operation and ownership documents;
  • Ability to make changes and account for receipts accurately;
  • Ability to deal effectively with the public in a highly tactful and courteous manner;
  • Ability to understand and follow oral and written directions;
  • Ability to perform mathematical computations with speed and accuracy; skill in the use of a variety of data entry and office equipment and some typing ability;
  • Ability to establish and maintain effective working relationships with associates and customers.
Physical Requirements
Work in this class is generally defined as light work exerting up to 20 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is required to perform some light physical activity such as balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, and repetitive motion of the wrists, hands, and fingers using dexterity in the hands for typing and operation of standard office equipment. Work also includes the ability to see, hear, talk, and physically move about the office. Visual acuity is necessary to read materials and operate computer terminals and other office equipment.
