POSITION SUMMARY: The Controller is responsible for overseeing the day-to-day operations of the Finance department, including the supervision of the Accountant, PR Accounting Technician, the AP Accounting Technician, and the Receptionist/Administrative Assistant. The Controller is responsible for contract administration, including oversight of the maintenance of contract files. The Controller supports the Finance Director in Agency financial matters and the safeguarding of Agency assets and ensures that Agency Finance Policies and procedures are followed.ESSENTIAL DUTIES AND RESPONSIBILITIES: * Supervise of the Staff Accountant and Accounts Payable and Payroll Accounting Technicians, including hiring, training, coaching, and evaluating job performances.
  • Compiles the monthly, quarterly, annual, and ad hoc financial reports for the Finance Director, Senior Leadership, Board of Directors, and external funders are also performed by the Controller.
  • Work with the Financial Analyst II and Senior Leadership in the annual budgeting process and ad hoc assistance during contract budget creations.
  • Ensure financial reporting is prepared timely and in accordance with Generally Accepted Accounting Principles (GAAP).
  • Review compilation/entry of General Ledger entries, General Ledger reconciliations.
  • Assist the Finance Director with the monitoring of the financial condition of the Agency via individual review of program and regular budget meetings with Department Directors.
  • Understands Uniform Guidance 2 CFR 200, Uniform Guidance 2 CFR 75, and Maine Auditing and Accounting Practices (MAAP), and ensures compliance with same.
  • Assist the Finance Director in the establishment and maintenance of strong internal accounting policies and procedures to ensure sound internal controls and safeguarding of all agency assets.
  • Become familiar with Agency contracts to learn their financial requirements, adhere to their requirements, and assist management on needed actions to ensure compliance with Federal, State, Office of Management & Budget (OMB) Circulars, and Agency policies and procedures.
  • Oversee the organization and maintenance of contract files by the financial analyst.
  • Assist the Finance Director with the Agency's annual budget process while working with Finance staff and Senior Leadership.
  • Assist the Finance Director, Senior Leadership, and external Audit/Monitor staff during the Agency's annual audit and funder monitoring processes.
  • Assist the Finance Director in the creation of all financial statements/notes provided to the Independent Auditor, including the Federal Schedule of Awards (SEFA) and Schedule of Department Awards (SEDA), and the annual IRS Form 990.
  • Serve as primary Finance department contact in the absence of the Finance Director when posed with requests for Finance assistance from others.
  • Reconcile the Agency's balance sheet accounts, including cash accounts; submits reconciliations to the Finance Director for review and approval.
