This position will lead and direct the OBDD Modernization Program, one of the division’s highest priorities, that establishes the structural framework of business systems and processes.The Modernization program is a section within the Operations Division that supports two main functions, Project Management and Business Process Improvement. This section is charged with increasing agency effectiveness, process improvement and improving overall organizational capability, providing visibility, and fostering success of agency strategic plan. The Modernization program utilizes standard methodologies to address and implement agency change. This position provides a critical leadership role as a member of the division’s management team. This position may have the ability to work remotely with required days in the Portland or Salem office.What you will do:Provides strategic and operational leadership and direction to the OBDD Modernization Program. Create foundational structure for this program and manage its growth and maturity.Serves as program director for the multi-million-dollar core systems replacement program, replacing OBDD’s legacy systems and modernizing agency business processes. These systems support interactions with businesses and municipalities who work with the agency.Determines the priorities and focus of the Modernization Program, based on OBDD’s mission, priorities of division leadership, status of the Modernization Program, and available resources. Sets short- and long-term direction and goals for the Modernization Program. Motivates division managers and employees, as well as other stakeholders, to strive towards those goals.Oversees a structured, organizational change management implementation strategy to help OBDD employees participate in and benefit from the Modernization Program work.Develop and manage the section budget.Develop and revise section work plans and monitor progress against Department and division goals, objectives and performance measures. Reports on performance of the section based upon agreed formats and schedules.Hire, plan work, approve work assignments, assign/reassign work, conduct performance evaluations. Coach and mentor staff to achieve high performance and career development goals.Provides leadership for all OBDD project management and business analysis needs.
