*** AT THIS TIME, WE ARE NOT RECIEVING INQUIRIES OR REPLYING TO RECRUITING FIRMS FOR THIS POSITION***OVERVIEW OF ROLE:The position is responsible for strategically planning, directing, coordinating, and overseeing all Information Technology (IT) functions within a mid-size electric utility organization, including network management, business software applications, data management, and cyber security. Lead a team of IT staff and contract services personnel managing the overall technology infrastructure with a strong emphasis on cyber security measures, implementing and sustaining critical IT systems, and exploring innovative technologies for process and system enhancement. Possess a strong technical background and the ability to manage and motivate teams effectively. Key responsibilities include the development of an overall IT and OT strategy and implementing IT and OT policies and systems aligned with the organizational objectives of key business lines. Possesses strong interpersonal and collaboration skills to make IT a valued partner with core business lines. This position reports to the CEO and has approximately 3 direct reports and a total staff/contract team of approximately 25.ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other related duties may be assigned. For this job, PROFESSIONAL RELATIONS should be maintained for effective coordination and communication.IT System Project and Program ManagementProvides leadership and integration of standardized project management policies, standards, methodologies, processes, procedures, and best practices for developing and delivering assigned IT projects.Responsible for assisting project teams in defining project scope and activities, establishing project plans, and initiating, planning, executing, controlling, and closing out their project according to established project management policies and procedures.Evaluate emerging trends and technologies to create long-range strategic plans for the computing environment. Solicits divisions to identify areas of opportunity for IT to streamline business processes. Evaluate and lead the selection of software and infrastructure to meet the business's needs, ensuring compatibility, connectivity, and the use of standard and supportable technology.Ensures coordination across the cross-functional project team to develop and implement software solutions and develop software QA and production support.Ensures process management by identifying, reviewing, testing, and documenting software procedures, including routine and non-routine processing, reporting, and initial and ongoing process changes.Responsible for delivering results within budget and deadlines to ensure project delivery is consistent with the goals of the cross-functional project team.Leads the IT strategic planning process, annual budget, project planning cycle, and project status reporting.Develops comprehensive IT policies, protocols, and standards in alignment with organizational goals and industry best practices.Prepare comprehensive audit compliance reports detailing findings and recommendations for executive review. Works with upper management (all business lines) and senior IT staff to develop the IT department budget.Works with business lines to create and manage deliverables service-level agreements on critical business deliverables,Ensures that IT department strategies and processes appropriately support company-wide goals. Communicate with other executives regarding new IT project costs, value, and risk potential.Oversees contract negotiations with IT vendors, contractors, and service providers.Responsible for oversight, administration, and technical compliance by IT contractor(s) as the technical compliance officer.Experience managing $5M+ contracts and leading teams of 20-25 highly skilled professionals.Cyber SecurityDeveloping and implementing cyber incident response plans for OT and IT networks/Applications. Responsibilities include creating and implementing response plans, conducting tabletop exercises, and updating plans based on exercise outcomes as needed. Creates and maintains relationships with industry, state, and federal partners to ensure compliance, share risks, and collaborate on best practices.Creates, maintains, and implements various strategies and plans to prevent ransomware and other cyber-attacks on the organization.Works with companies' insurance teams to minimize the company's annual cyber insurance costs.Keeps abreast of developing security threats and helps the executives understand potential security problems.Ensure IT and network infrastructure is secure. Participate in planning, negotiating, buying, and rolling out security hardware and software in the organization's best interest.Proactively implementing programs to mitigate risks and regulate system patches, staying ahead of the organization's security needs.Collaborating with the Cyber team to analyze breaches, address responsibility, and strategize to prevent future occurrences of similar crises.Creates, implements, and maintains cyber security training and tracking for all employees in the organization. Ensures that IT policies are followed throughout the organization through various audits.Ensures that only authorized people access the restricted data using least privilege access methodologies.Develop and implement cybersecurity measures for NOVEC's IT and OT systems, including SCADA. This includes establishing best practices, policies, and audit procedures to ensure ongoing security oversight.Design, develop, and maintain Disaster Recovery (DR) strategies and plans for IT systems. Responsibilities include identifying critical systems, defining recovery objectives, implementing DR solutions, and regularly testing and updating the DR plans to ensure effectiveness in mitigating potential disruptions or disasters.EDUCATION AND EXPERIENCE:A bachelor's degree in computer science or information technology is required. Preference will be shown to candidates with an MBA or other advanced degree.Understanding of Microsoft's cloud platform Azure, including Knowledge of Azure networking, security, and governance principles.Certifications such as Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), and /or CISM and/or ITIL Foundation, and/or Certified Information Systems Auditor (CISA) highly desirableKnowledge of standard cybersecurity frameworks such as the NIST Cybersecurity Framework (CSF) and the Center for Internet Security (CIS) Controls Framework., is desired.Experience in the utility industry is preferred is a plusFive or more years of experience in security operations, administration, networks, IT operations, and maintenance in on-premises and cloud environments.A Minimum of 10 years of management experience in information systems and technology, with at least 5 direct reports.Minimum of 5 years director level experience with creating IT strategies and budget management responsibility.Preference for candidates with NERC CIP experience.Preference for candidates with SCADA, surveillance, and metering operating technologies (OT) experience.SKILLS AND ABILITIES:Demonstrated ability to apply analytical methodology to problem-solving and decision-making and relate theoretical and technical concepts to practical application.Demonstrated ability to anticipate and meet rapidly changing customer and business needs while motivating team members by focusing on the highest priority objectives.Demonstrated ability to communicate effectively and efficiently with all levels of staff and the public, both orally and in writing, while maintaining professionalism under all circumstances.Sound problem-resolution, judgment, and decision-making skills.Demonstrated knowledge of contract administration and current IT technologies that apply to the company.Demonstrated ability to work collectively and collaboratively with core business lines to present IT as an enabler of productive and effective business processes.Demonstrated ability to produce results in a data-intensive environment.
