- Coordinate, interpret, implement, and enforce Security policies and procedures in accordance with 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) Rule, Department of Defense Manual (DoDM) 5205.07 series, Intelligence Community Directives (ICDs), and other government agency directives.
- Maintain the facility’s industrial security program and serve as the primary point of contact in reviewing and implementing client-specific security procedures for collateral and Special Access Programs.
- Oversee and ensure the enterprise admittance and badging policy is carried out, to ensure a safe and secure working environment for employees and visitors. Will also participate in physical security risk assessments and implement physical security measures.
- Develop and administer security policies and procedures, which include,
- Processing security clearances/PARs
- Conduct security briefings/debriefings.
- Marking and control of documents/materials
- Security education and awareness
- Reviewing and preparing DD254s
- Visitor control, destruction of classified documents/materials, program reviews, audits and self-inspections (internal/external), investigations and reports.
- Develop, prepare, and implement local Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, Emergency Action Plan and Disaster Recovery Plan.
- Obtain and maintain Secure Area accreditations, conduct annual self-inspections, facilitate customer inspections, and provide accurate record keeping per requirements.
- Provide security support for proposal activities.
- Respond to alarm activations and incidents.
- Successful completion of the Defense Counterintelligence and Security Agency FSO Program Management for Possessing Facilities Curriculum within six months of hire.
- Typically requires a University Degree and minimum 2 years of prior relevant experience or an Advanced Degree in a related field or in absence of a degree, 6 years of relevant experience.
- Demonstrated professional experience communicating in English (verbal and written).
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
- Must have or be capable of obtaining/maintaining an active U.S. Government security clearance at the Secret level or higher. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.
- Experience in interpreting and implementing security requirements outlined in customer issued prime/subcontract DD-254 forms (DoD Contract Security Classification Specifications).
- Working knowledge on managing an access control system (ACS), and badging equipment.
- Experience in interpreting physical construction standards for restricted/secure areas/SPAFs/SCIFs
- Insider Threat Program Senior Officer experience
- Knowledge of Access Control and Intrusion Detection Systems
- Experience with COMSEC account management.
- Experience in conducting investigations.
- Knowledge of Risk Management Framework
