Assistant Division Manager - Social Services

- Ensures compliance with all rules and regulations required by all grant funds administered by social services including but limited to federal, state, local and private funded grant programs; Oversees special audits, monthly, quarterly and annual reports; Performs oversight functions of financial administration and report to include, but not limited to: preparation and timely submission of continuation grant applications and reports, development and adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures and ensuring the timely application for reimbursement from the funder.
- Oversees special audits, monthly, quarterly, and annual reports; performs oversight functions of financial administration and reports to include, but not limited to, preparation and timely submission of continuation of grant applications and reports, screening and processing requests for expenditures and ensuring timely application for reimbursement from the funder.
- Assists the Division Manager with planning, organizing, and managing the functions and services of the Division of Social Services and Social Programs. Acts in the absence, unavailability or delegated authority of the Division Manager and provides administrative direction to other senior managers as required.
- Assists the Division Manager to develop Division-wide policy and priorities and has oversight responsibilities in areas specified by the Division Manager for services, structures controls and reporting systems for the continuity of effective and efficient delivery of human services to the public. Consults regularly with Director, providing considerable input in the development and implementation of division’s strategic goals and objectives related to the division's mission.
- Selects, assigns, directs, and evaluates the performance of assigned management, supervisory and other personnel; establishes staff work standards and expectations; monitors work quality and productivity; directs and authorized employee performance improvement and/or disciplinary measures as required.
- Research and analyze data related to the divisions work; and reports on proposed and current legislation effecting human service programs and provides recommendations. Directs the preparation and analysis of reports and studies to human services issues, recommends policy improvements, and provides appropriate cost analysis of various proposals.
- Assists Division Manager, County executive staff and others to coordinate and manage complex, highly visible projects. Interfaces and collaborates effectively at multiples levels; establishes and maintains liaison with professional groups and agencies on various governmental levels.
- Other duties as requested by the Director.
- Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
- Master’s degree in social work, social services/sciences, human services, public administration, public health, mental health, counseling, business administration, health, or a related field.
- Two (2) years of progressively responsible management experience that includes at least two years of experience over complex operations, budget, and finance and/or programs, preferably in a human services-related agency including experience in the supervision of management level staff with grant management, compliance and writing experience.
- Through Knowledge of: Principles and effective practices of public administration, including organizational planning, fiscal management, budgeting, personnel management, procurement, and staff supervision; Laws, regulations, principles, practices, methods, and current trends related to the administration of county programs and operations; Principles and practices of organizational design and management analysis as needed to formulate and implement administrative policies; Principles and methods of fiscal management to include budget development and expenditure controls, public financing, revenues, grants, contract administration and rate setting; Principles and practices of program planning, development, monitoring, and evaluation; Principles and practices of project management; Principles and methods of strategic planning; Research and analytical principles and methods; Principles and practices of public relations and customer service; Modern office automation technology and software relevant to resource management office automation technology and software relevant to resource management operations.
- Excellent verbal and communication, management and supervisory skills.
- Proficient computer and organizational skills.
- Excellent interpersonal skills and ability to deal effectively with the public, other employees, and elected officials.
- Licensed Master Social Worker (LMSW), LMSW-S, LCSW-S, or Licensed Professional Counselor (LPC/A), LPC-S, LMFT, or other relevant Texas licensure strongly preferred.
