The NESS Department works across a broad set of mission outcome areas, to include undersea/surface warfare, autonomous naval systems, naval decision superiority, Naval readiness, contested logistics, digital transformation, and C5ISRT to address critical mission needs across the Navy’s R&D, intelligence, acquisition, and operational communities.Job Description:The NESS Department is seeking a highly motivated, creative, and self-directed systems engineer to shape and lead high impact work with the Navy’s PEO Unmanned and Small Combatants. MITRE’s role is to provide deep technical expertise to enable the sponsor to achieve its primary outcome: design, develop, build, maintain and modernize the Navy’s unmanned maritime systems; mine warfare systems; special warfare systems; expeditionary warfare systems; and Small Surface Combatants, in order to accelerate, innovate and deliver combat capability to the Fleet.The strongest candidate will be able to demonstrate the ability to fulfill the following primary job responsibilities:
  • Strategy development: Shape the work program in alignment with NSEC, J&S, Naval division, NESS Department, and sponsor priorities
  • Project definition: Engage the sponsor and key stakeholders to define project outcomes in line with the strategy, employing the Mission Value Chain (MVC) to link data driven technical products to sponsor decisions and outcomes
  • Project execution: Achieving project outcomes while adhering to scope, schedule, and budget. Effectively manage staffing, funding, and technical work quality in alignment with MITRE and Naval division project norms
  • Team development: Apply team staffing principles to maximize performance and optimize cost, while providing growth and development opportunities for team members
  • Collaboration and communication: Work side-by-side with the sponsor and MITRE Programs, Innovation Centers, Platforms and Naval Division outcome leads to develop strong collaborative and trust relationships to ensure clear, open, and effective communication.
Basic Qualifications:
  • Bachelor’s degree with 10 years of relevant experience in Systems Engineering, Electrical Engineering, Cyber Security Engineering, Autonomous Systems Engineering, or a related field; or 8 years and an MS or a PhD with 5 years of relevant experience
  • Responsible for work and/or customer relationship development and will act according to—and guides others toward—the proper balance of a) product depth with timelines and b) technical improvements within programmatic constraints, even when hard compromises are required.
  • Regular engagement and collaboration with sponsors, primarily located at the Washington Navy Yard and Arlington, VA.
  • Ability to communicate clearly, concisely, and impactfully (both oral and written).
  • Experience with financial management and project staffing systems
  • DOD SECRET level clearance, with the ability to obtain and maintain a Top Secret/SCI level security clearance.
  • This position requires a minimum of 50% hybrid on-site presence.
Preferred Qualifications:
  • 8 years and an MS or a PhD with 5 years’ experience
  • Operational experience with unmanned maritime systems, counter-UAS systems, or mine warfare.
  • Strong Systems Engineering background
  • Experience in large scale system-of-system integration, especially manned-unmanned systems integration.
  • Experience with rapid acquisition pathways or acquisition program R&D.
  • Ability to actively work-shape and integrate multiple activities to deliver on MITRE and sponsors’ strategic priorities
  • Experience in transitioning Science and Technology (S&T) to Program of Record (PoR)
  • Experience working in one of more of the following technical areas: Digital Engineering including Model Based System Engineering, Autonomous systems, Artificial Intelligence and Machine Learning (AI/ML), Cyber Security and Resilience.
  • Experience with MITRE’s project management tools (e.g. Clarity, MiHUB, CareerMatch, Talent Marketplace)
  • Active DOD Top Secret/SCI security clearance
