We operate in over 90 countries and have a workforce of 4,000 talented, motivated, and diverse staff of all religions, races, languages, and gender identities.This Proposal Opportunity:Palladium is seeking a Chief of Party (COP) for an anticipated USAID-funded LAC Regional Fund for Basic Education expected to begin in 2024. The LAC Regional Fund for Basic Education will address barriers to access and increase the quality of basic education for marginalized groups in selected LAC countries. USAID anticipates this wilk be done through financial and technical support of a new or existing LAC-focused regional fund or platform that will provide grants and technical support to local entities in select LAC countries that are currently engaged in or have ideas for innovative and/or scalable activities that aim to address existing systemic barriers and improve access and foundational learning outcomes specifically for marginalized and vulnerable groups.The Chief of Party will be ultimately responsible for the efficient and effective oversight of all elements of the Project/Activity. Their primary responsibilities are to provide overall leadership, management, and general technical direction of the program, ensuring an integrated vision among different components and actors, and a focus on achieving the desired results. The COP will take a leadership role in coordination among the Project team, implementing partners, public and private sector partners, as well as directly liaise with USAID as a representative of Palladium and the Project. This individual must identify issues and risks related to implementation in a timely manner and suggest appropriate adjustments. The COP will work with Palladium headquarters (HQ) to ensure compliance with USAID rules and regulations. The COP will report to the Palladium HQ Project Director. The COP is expected to be based in one of the LAC countries in which the Project is implemented.*This is an anticipated project, and all positions are contingent upon award from USAID. *Primary Duties and Responsibilities:
  • Providing overall strategic, technical, programmatic, financial, and management guidance and support for large-scale project activities
  • Plan, direct, and coordinate technical and operational activities to ensure that Project goals and objectives are met, and prescribed timeframes and funding parameters follow USAID regulations and Palladium's policies
  • Serve as the primary point of contact for USAID LAC Bureau, other implementing partners, and other stakeholders; ensure alignment and harmonization with other programming where appropriate
  • Provide technical expertise and leadership to the Project implementation team, including the development of strategies, budgets, work plans, monitoring, evaluation and learning plans, communications, and reporting
  • Ensure the strategic and functional integration of all technical areas as well as strong collaboration with donors, governments, and other stakeholders
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed
  • Provide strategic vision on program sustainability
Key Competencies Required:
  • Extensive experience in LAC in basic education; fund and platform management; educational innovation and scaling; grants and technical assistance to local entities; rigorous measurement; and mobilizing other donor and private sector investments and cost sharing
  • USAID program experience as a Chief of Party on a USAID-funded project or other donor-funded development projects
  • At least 10 years proven leadership in the administration of similar sized international donor- supported programs with skills in strategic planning, management, supervision, and budgeting.
  • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
  • Evidence of strong communication skills, both interpersonal and written, to fulfil the diverse technical and managerial requirements of the contract.
  • Attention to detail and ability to perform multiple tasks and balance competing priorities
  • Proven ability to anticipate, respond, and adapt quickly to changing requirements and competing demands; ability to take initiative and/or respond independently to situations
  • Professional, respectful and diplomatic demeanor and conduct, especially during interactions with the clients and its constituents
  • Fluent writing, reporting, and presentational skills in English and Spanish.
Professional Expertise/Competencies Preferred:
  • Preferred in-country experience in LAC in at least 4 of the following countries: Brazil, Colombia, Dominican Republic, Eastern and Southern Caribbean, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, and Venezuela.
