Requisition Id 12567Overview:The Oak Ridge National Laboratory (ORNL) seeks to hire a Quality Support Team Lead for the Quality Assurance Division (QAD) in the ESH&Q Directorate. The Quality Support Team Lead works with customers and other quality professionals to lead quality support for the High Flux Isotope Reactor (HFIR). The High Flux Isotope Reactor (HFIR) is the most powerful reactor-based source of neutrons in the United States. The reactor was constructed in the 1960s to fulfill the need for producing “heavy” elements such as plutonium and curium. Today, HFIR has four primary missions: neutron scattering, isotope production, irradiation materials testing, and neutron activation analysis. HFIR operates with high predictability. Its capabilities enable the exploration of the molecular and magnetic structures and behaviors of materials including high temperature superconductors, polymers, metals, and biological samples. The facility's high flux provides a unique source used for medical, industrial, and research isotope production, in addition to researching severe neutron damage to materials and neutron activation to examine trace elements.The Quality Support Team Lead will work with the HFIR project and other quality professionals to implement quality processes, tools and techniques, quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives.Major Duties/Responsibilities:In this role, day to day responsibilities will be directed by HFIR management and will include providing expertise with the development and deployment of quality related requirements, processes, management systems and the quality methodology in line organizations that meet customers' requirements and needs. The Quality Support Team Lead will manage a group of quality professionals providing quality support to HFIR organizations and provide the necessary oversight and technical guidance to ensure the group members are successful. Other duties may include conducting process analyses to improve organizational performance; supporting the business planning goals and objectives; supporting the acquisition management processes; analyzing organizational metrics and identifying adverse trends; planning and conducting assessments; and conducting causal analyses as needed for identified events.SupervisoryProvide daily management of quality professionals by responding to requests for guidance and interpretations of identified issues.Monitor staff member performance periodically and develop performance ratings.Quality ExpertiseAnalyzes, interprets, and communicates quality data.Identify and/or solve complex problems; assessing needs to achieve desired business results and influences results.Provides quality planning assistance on various tasks, projects, procurements, work evolutions.Serves as technical or quality expert by responding to targeted questions from the field, or other organizations, and provides support to customers.Provides advice and guidance on use of QA tools and processes, performance improvement, and facilitation of process improvement to line management and staff.Provides procurement support including reviews of complex fabrications to ensure appropriate controls are identified.Builds and develops relationships with peers and others to exchange feedback and Lessons Learned on issues or concerns.Leads continuous improvement initiatives in support of quality and performance management.Compliance and Performance ManagementAssists with operational performance assessment planning, implementation, and follow-up, including assessments, causal analyses, critiques, extent of conditions, effectiveness reviews and investigations, as requested.Reviews audit and assessment results and identifies the associated severity/risk to ensure the appropriate level of action is planned and taken to eliminate non-conformance. Facilitates closure of concerns and commitments.Quality Assurance Program IntegrationDevelops project plans, checklists, procedures, and guidance for efficient and effective deployment of management systems and organizations supported.Facilitate the integration of quality principles and methodologies (described within the Quality Assurance Program) into work planning and control processes and procurement processes to address contractual quality requirements and to achieve consistent success.Ensures evaluated suppliers are maintained as required for items and services identified as nuclear related critical components and safety significant systems or as determined by the requisitioner in consultation with operations, production, systems or engineering staff as appropriate.Actively manages a portfolio of quality and compliance processes and procedures. Ensures procedures are up to date and relevant and assists customers in preparing and obtaining approval for new processes and procedures.OversightConducts assessments of work activities, to ensure the effective implementation of requirements and evaluate processes for potential gaps and vulnerabilitiesConducts investigations, corrective action verification and analysis and resolves quality problems, including occurrence reports, non-conformances, and PAAA and 10CFR851 non-compliances.Exceptional teamwork, statistical skills, and a positive, meticulous nature with a penchant for detail and precision are required attributes.Customer InterfaceIdentify and understand customer needs while influencing the prioritization and development of quality initiatives.Establish relationships and work effectively with external and internal customers to meet goals; and assesses customer satisfaction.Operate and communicate effectively and efficiently with all levels of management on quality issues.Positively interact with all management and staff levels.Basic (Required) Qualifications:A Bachelor's Degree in science, engineering, or a related field with a minimum of 12 years of quality experience, or an equivalent combination of education and experience.Experience in developing, revising, and maintaining procedures and completing technical reports.This position requires the ability to obtain and maintain a Q clearance from the Department of Energy. Promote diversity, equity, inclusion, and accessibility by fostering a respectful workplace - in how we treat one another, work together, and measure success.Preferred Qualifications:Strong technical background in ESH&Q, conduct of operations, quality assurance, configuration management, systems operability, and related fields are desired.Familiarity with NQA-1, ORPS, PAAA, and DOE regulations is desired.Auditor or assessor experience as well as proven decision-making skills are desired.Specific experience in Six Sigma methodologies and/or other process improvement methodologies as well as the ISO 9000 Quality Management System are considered plusses.Demonstrated track record of investigation analysis and problem solving is required.Ability to grasp a diverse range of technical criteria and proactively recommend improvement opportunities that address organizational risks.Strong computer and organizational skills with the ability to multitask are required.Must have excellent verbal and written communication skills.Strong analytical skills, project management, and customer service experience and the ability to independently understand, follow, explain, and implement complex instructions are necessary.Special Requirements:Export control, no clearance: This position requires access to technology that is subject to export control requirements.
