This acquisition will directly support the enforcement of the tariff actions and affiliated exclusion program. To analyze and make tariff exclusion decisions, the agency requires staffing support that is not currently available at the agency. As the specific set and level of tariffs will likely be altered over time, the agency must have the flexibility to add/modify staffing as necessary to accurately and expeditiously process what will likely be substantial exclusion requests. The agency’s objective is to fairly and efficiently analyze each exclusion request filed to determine if the request should be granted or denied.Required Experience, & Skills:The contractor has the following minimum manning requirement for this contract in support of the United States-Mexico-Canada Agreement (USMCA) in the Office of the General Counsel (OGC)
- Legal Analysts must have a minimum of 3-5 years’ experience.
- Legal Analysts must be able to research in English. However, analysts should have the ability to research in other languages as needed will be required to support USTR ICTIME; and in such cases must pass a USTR-administered language proficiency assessment.
- Other languages include, but are not limited to, Mandarin, Korean, French, Spanish, Turkish, German, and Russian.
- Any proposed legal analyst that is proficient in another language, not limited to those specified herein, shall provide certification that they possess the ability to research in the specified language.
- Assist in litigation review and other legal matters with an emphasis on the United States Mexico Canada Agreement (USMCA) OGC
- Conduct electronic and manual research for identified subject matter.
- Draft memoranda summarizing and/or analyzing research results.
- Review documents for identified subject matter.
- Occasional translation of research results into English.
- Scan and file images of documents as appropriate.
- Assist in the creation and updating of tracking logs.
- Review, summarization, and preparation of documents.
- Assist in various litigations.
- Fact and citation check.
- Prepare evidence.
