WSDOT is currently seeking a Review Appraiser (Property & Acquisition Specialist 5) to play a critical role in supporting our mission of providing safe, reliable, and cost-effective transportation options. This expert-level position is responsible for developing the scope of work, evaluating suitability, and recommending payment for appraiser consultants. Additionally, the incumbent will provide technical expertise, training, and oversight for appraisal division personnel, ensuring compliance with state and federal rules for acquiring the right of way. While assisting in acquisition projects as needed, the primary focus will be on leasing/surplus projects in collaboration with our Property Management and Regional Transit Coordination Divisions. Among the varied range of responsibilities held within this role, the Review Appraiser will:
  • Review appraisals, co-appraise, and prepare Value Memorandums.
  • Appraise real estate properties in accordance with the WSDOT ROW Manual.
  • Conduct desk and field reviews of real estate appraisal reports.
  • Provide feedback and request revisions to ensure compliance with eminent domain law.
  • Establish the department's estimate of just compensation and declare uneconomic remnants.
  • Travel to field sites for valuation/appraisals and perform necessary tasks.
  • Collaborate with coworkers, contractors, and stakeholders over Teams or Outlook.
  • Perform research on property data services and public information.
  • Write forms/reports, analyze market data, and make data adjustments.
  • Support the Appraisal Division Supervisor in facilitating assignments and guiding NWR Appraisal Staff and Consultants.
Qualifications
To be considered for this opportunity, the following are required:
  • A bachelor's degree involving a major study in business or public administration, real estate, economics, accounting, or a related field and three (3) years of experience valuing/appraising complex vacant and improved properties for a public entity (preferably in Washington).
OR
  • Four (4) years of experience in valuing/appraising complex vacant and improved properties (preferably in Washington).
OR
  • One (1) year of experience valuing/appraising complex vacant and improved properties as a Property & Acquisition Specialist 4 or 5 for a public entity.
In addition to:
  • Knowledge and understanding of:
  • Uniform Standards of Professional Appraisal Practice (USPAP).
  • Uniform Appraisal Standards for Federal Land Acquisitions.
  • Eminent domain real estate appraisal principles and procedures.
  • ROW Engineering
  • Valid Driver's License
  • Certified General Real Estate Appraiser license (preferably from Washington).
  • Two (2) years of experience preparing valuations/appraisals for complex ROW acquisitions (preferably in Washington).
  • Ability to conduct property appraisal which involves inspecting subject property and comparable sales/rents in the NWR. Inspections may require traversing uneven or unstable ground and brush.
It is preferred that qualified candidates also have the following:
  • Experience working for/with WSDOT (or other local or national public agencies on ROW projects) and knowledge of their policies and procedures related to Right of Way.
  • Experience with preparing Scoping Estimates, Project Funding Estimates, Administrative Offer Summaries, Appraisals, and Appraisal Reviews (preferably in northwest Washington).
  • Mastery of Microsoft Word, Excel, Teams, PowerPoint, and SharePoint, as well as paint programs, browser-based parcel maps and tools, Adobe Acrobat, and web browsers (and generally adapts to new technology quickly).
  • A designation or certification pertinent to the job from an applicable organization, including, but not limited to, the IRWA or Appraisal Institute.
  • Knowledge and understanding of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, including amendments.

  • The salary listed includes the legislatively approved 2.5% Group C premium for PAS5 positions located in Shoreline, WA, King County.
  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.
  • This position offers flexible/hybrid remote work options.
  • Core business hours are 40 hours per week, Monday through Friday, but based on business needs, occasional extended hours may be required.
  • This position requires regular local travel for appraisal fieldwork and meetings, as well as occasional long-distance training opportunities.
