Position DescriptionHarris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.What you will do for Harris County Pollution ControlUnder moderate supervision, the Compliance Investigator performs routine work related to air, water, and solid waste. Individuals in this role will be responsible for enforcing regulations by conducting inspections, monitoring activities, and ensuring compliance with court-ordered provisions and formal enforcement actions.The Compliance Investigator requires knowledge and understanding of state and federal pollution control regulations, as well as excellent communication, organization, time management, and critical thinking skills to contribute to the Pollution Control Office's mission to protect public health and the environment.Duties and Responsibilities:
  • Compliance:
  • Monitors ordering provisions and compliance schedules for formal enforcement actions until compliance is achieved.
  • Enforcement:
  • Coordinates enforcement activities between Pollution Control Services (PCS), Harris County Attorneys, and Harris County District Attorney offices by providing technical assistance, reviewing litigation documents, assisting with trial preparation, and providing testimony.
  • Assists with conducting environmental sampling at facilities, creates detailed reports, and issues Violation Notices.
  • Inspections:
  • Conducts re-inspections and field investigations as requested by the Compliance Services section, Harris County Attorneys, and Harris County District Attorney offices on formal enforcement actions.
  • Coordinates re-inspections of environmental entities under the direction of the Compliance Supervisor and Compliance Manager to determine status when enforcement action is being considered.
  • Training:
  • Assists in the training of new employees in coordination with the Training and Safety Officer as needed.
  • Record Keeping:
  • Manages electronic documentation systems and maintains enforcement working files to track all necessary information and provide updates on case status.

  • Two (2) years of work experience in conducting field surveillance related to pollution investigation.
Licensure:
  • Valid Driver's License (TX upon hire)
Knowledge, Skills, and Abilities:
  • Knowledge of environmental sampling techniques and equipment.
  • Working knowledge of state and federal pollution control regulations.
  • Excellent verbal and written communication skills.
  • Strong organizational, negotiation, and critical thinking skills.
  • Ability to use Microsoft Office programs including Word, Access, Outlook and PowerPoint.
  • Ability to manage multiple projects and work independently.

General InformationPosition Type and Typical Hours of Work:Full time | Monday - Friday | 8:00 am to 5:00 pm.After hours and/or weekend work on occasion. On call during emergency events, natural disasters, etc.Reporting Relationships:
  • Reports to Position: Compliance Service Supervisor

Work Environment and Physical Demands:
  • This role involves operating within an office and outdoor setting, implying that a significant portion of the tasks and responsibilities require field work in industrial facilities.
  • The physical demands may involve lifting and moving objects weighing up to 20 pounds.
  • Possible work exposures: Dangerous chemicals, inclement weather, or various temperature changes.
