- Determine the best methods and sources for the procurement of goods and services, including custom and expert land use or municipal code planning guidance and assistance, public engagement, legal, environmental, social justice, housing, as well as other professional consulting services to serve partner agency, municipal, tribal and nonprofit needs while meeting the requirements of Oregon Public Contract Statutes and Rules.
- Evaluate consulting, service, and purchase contracts and subrecipient grant agreements for potential performance risk to aid in decision making and the needed inclusion of appropriate compensating controls.
- Advise departmental management and staff on appropriate and allowable contract administration and act as a liaison between contractors, grantees, partners and staff to ensure smooth operations and informed discussions.
- Explain, train and advise departmental staff on state contracting laws, rules, regulations, operating policies, procedures, and ethics, as well as department purchasing, contract, or agreement policies to help educate and increase understanding and compliance.

- Strong understanding of Oregon State Procurement experience with knowledge of Oregon Buys, Oregon Public Procurement Statues and Rules, and best practices for the development and administration of Grants/Contracts/IAAs/IGAs and procurement solicitations.
- Ability to lead the solicitation, scoring and evaluation of vendors, contractors and partners.
- Knowledge to prepare contract/grant/procurement documents based on input from: DAS templates; procurement rules and regulations; project officers; Federal guidelines and department management.
- Ability to work collaboratively and as part of team striving to provide excellent work to further the mission of DLCD.
- The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
