- Effective Programme/Project Management
- Provide a supervisory and mentoring role to the Programme Management Support Unit (PMSU) at PSRO
- Support effective communication and coordination between PMSU and Programme, Technical, Operations teams as well as Country Offices
- Support planning and oversight of the assigned portfolio of programmes/projects and their compliance with programme policies and procedures (PPM) and quality assurance standards as well as established MCO business processes and internal controls, contributes to design of the Standard Operating Procedures on programme and project management
- Coordinate the annual budget preparation and Integrated workplan of all programme resources - both Core (Regular) and Non-core (Other) Resources
- Support timely preparation and compilation of the Annual/Quarterly Work Plans, monthly/quarterly progress reports, final substantial and financial reports
- Support monitoring programme/project expenditures and disbursements to ensure delivery is in line with approved budgets and targeted delivery levels are realized, identify operational and financial problems, and develop solutions
- Contribute to ensuring that all programming, financial and administrative matters related to the programme dimension are transparently, expediently and effectively managed, in line with established UNFPA Policies and Procedures
- Support robust monitoring of key performance indicators and risks related to Multi Country Programme implementation, propose and implement corrective strategies and management measures, and help incorporate lessons learned to future programming
- Oversees results of projects is appropriately entered into corporate systems including United Nations Partner Portal, Quantum and Quantum Plus and Donor Agreement and Reporting Tracking System (DARTS)
- Undertake regular monitoring visits to UNFPA Pacific's Implementing Partners, Country Offices, and project sites to monitor and review the status of activities including suggestions for improvement.
- Support quality assurance of the entire cycle of programming and management of portfolios and acts as HACT focal point for programmes.
- Advisory Support to Senior Management
- Supports quality assurance of the project documentation prior to final approval by the Senior Management and ensures proper document management and update in the corporate systems and regional platforms (DARTS, Quantum, Quantum Plus, UNPP, ERM, etc).
- Support PSRO SMT in quality implementation of UNFPA Multi Country Programme, contributing to the Pacific UNSDCF in collaboration with other UN Agencies and partners
- Support Senior Management Team in programme planning, management and results monitoring; Prepare quarterly reports both financial and program for the PSRO SMT and Programme Team on programme implementation
- Support the business process mapping and the establishment of internal standard operating procedures in results management and control of the workflows in the Programme Team and country offices
- Support the PSRO SMT with risk identification, reporting and monitoring processes through the UNFPA Enterprise Risk Management Portal.
- Knowledge Management
- Contribute to knowledge creation, codification, dissemination and management in the Pacific SRO through:
- Identifying knowledge gaps in relation to effective project/financial management including through Quantum, Quantum Plus, planning, CPD, Funding and reporting
- Identifying and documenting good practices in UNFPA programming in the Pacific to contribute to the global/regional knowledge management
- Organization of info sessions on good practices, lessons learnt, emerging trends, as well as about new corporate procedures/guidelines
- Promotion of effective use of online and in-person training opportunities; Organization of trainings in areas identified by the learning needs assessment.
- An Advanced University Degree (Masters) in Business Administration, International Relations, International Development, Sociology, Gender Studies, Economics, Law, Demography, Public Health, Medicine or related field is required.
- Minimum of two (2) years of progressive responsible professional experience in a programme management, project financial management, and sub-regional, national and/or local capacity development
- Proven track record of team-work and ability to coordinate;
- Sound knowledge of the development landscape and social and cultural realities of the region
- Proven interpersonal skills, and written/oral communications skills
- Ability to use analytical tools and logic to gather, define information, situations, problems,
- Make timely and appropriate decisions, taking into consideration, various and complex issues
- Computer Literacy: Knowledge of MS Office packages, Google Workspace, and the Internet.
