Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 15.General Definition of Work:
Performs intermediate skilled, technical, and specialized work assessing and implementing energy efficiency in homes for the North Carolina Weatherization Program. Performs intermediate skilled carpentry and plumbing work for up fits as needed for the Housing and Home Improvement Program. Includes extensive customer service contact and communication with the public, including contractors and clients, both in person and on the phone. Work is performed under the regular supervision of the Community Development Manager.
Essential Functions/Typical Tasks:
Assessing the energy efficiency of single-family homes monitoring the quality of weatherization improvements; ensuring compliance with Department of Energy guidelines and local building codes; performing measures to address safety and mobility issues and minor home repairs for elderly clients' residences.; preparing and maintaining files and records.(These are intended only as illustrations of the various types of work performed.   • Conducts visual and physical inspections of single-family residences for program eligibility.
  • Conducts energy efficiency testing on single-family residences for program eligibility.
  • Interprets test results and develops scope of work orders of for efficiency measures.
  • Conducts combustion analysis of appliances to determine levels of carbon monoxide.
  • Conducts draft testing of combustion appliance zones for the potential of inadequate supply of air to ventilation systems.
  • Perform field inspections and re-inspections of code issues relating to the Weatherization Assistance Program and Housing and Home Improvement Program measures.
  • Receives and investigates complaints regarding defective weatherization measures and home improvements and handles corrections.
  • Inspect existing buildings for substandard or hazardous conditions, and structural failures of improver uses.
  • Installs energy efficiency measures including air sealing, duct sealing, insulating attics, floors, and walls.
  • Constructs wheelchair ramps, rails, and steps; installs grab bars; roof repairs; does minor plumbing repairs and general carpentry tasks.
  • Attends training to obtain and maintain certifications; some training may require overnight travel.
  • Implements and performs work as outlined in work orders and related tasks as assigned.
Knowledge, Skills and Abilities:
Knowledge of building science principles, construction practices and terminology; basic math calculations; knowledge of computers and software applications like Microsoft Office, including Excel; knowledge of Department of Energy regulations and policies for weatherization or implementation of general home efficiency measures to reduce heating and cooling costs ; knowledge of EPA guidelines for asbestos, lead, mold, and other health hazard removal or abatement; knowledge of OSHA safety requirements and standards for building construction; knowledge of Personal Protective Equipment (PPE) requirements; must be able to identify and record pertinent building dimensional data to create estimates; operate and maintain basic hand and power tools; perform manual labor for extended periods; work in confined spaces for extended periods; work on roofs; working knowledge of the use and maintenance of specialized equipment including blower doors, combustion analyzers, and infrared cameras; working knowledge of office equipment Ability to follow instructions; communicate effectively both orally and in writing; ability to work independently and as part of a team, ability to establish and maintain effective working relationships with contractors, associates, and the public.Education and Experience:
Requires graduation from high school and considerable experience as a semiskilled or skilled worker in the maintenance, repair and/or construction activity to which assigned. An equivalent combination of education and experience may be considered.Special Requirements:
Possession of an appropriate driver's license valid in the State of North Carolina. The position is a safety-sensitive position as defined by the Drug-Free Workplace Policy. Requires weatherization certifications be obtained within time frames established by State of North Carolina Work Plan. Asbestos and Renovation, Repair and Painting (RRP) certification is required within six months of employment. Requires some overnight and out of state travel for training purposes. Knowledge of Department of Energy program regulations and policies (Weatherization Assistance, Heating and Home Improvement, Low Income, Heating and Air Replacement Program) provides applicant advantage. Prior construction experience a plus.Physical Requirements:This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, crouching, reaching, walking, pushing, pulling, lifting, grasping, and repetitive motions; work requires climbing on roofs and entering confined spaces; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for visual inspection involving small defects and/or small parts, requires use of measuring devices, assembly or fabrication of parts at or within arm's length, requires operation of machines, motor vehicles and equipment, requires inspection and determining the accuracy and thoroughness of work performed and performed by others, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, vibration, hazards, atmospheric conditions, and oils.
