SummaryDEFINITION
This positions reports to and works under the supervision of the Assistant County Engineer or the Deputy Director of Engineering and supervise employees in the Engineering Technician levels. This position requires considerable supervisory ability and the technical knowledge and experience to plan, direct, and coordinate the work of technical employees in the accomplishment of supporting project oriented activities. This position is responsible for completion of specific portions of, and projects in, the Six Year Transportation Improvement Program and the Public Works Annual Construction Program.Essential DutiesESSENTIAL DUTIES DESIGN
The Fundamental and primary goal of this position is to complete the plans, specifications and estimate phases of the specific project(s) or task(s) assigned to the Engineer IV. This position is responsible for defining and assigning specific project related tasks and assisting technical personnel in carrying them out.1. Determine specific project requirements, such as right-of-way, design criteria and standards, and environmental constraints, etc. consisting with funding requirements.
2. Advise supervisors regarding projected requirements for personnel, equipment, and supplies for budgeting or scheduling purposes.
3. Implementation and maintenance of project design records and record keeping procedures in accordance with both federal aid requirements and those of the County administration.
4. Solutions or advice on specific, project related design problems confronting other technical personnel.
5. Technical support and assistance to the right-of-way section for the timely completion of specific right-of-way tasks.
6. Acts as liaison between the County, consultants, and other agencies. Providing details and other project related 'input' as necessary to support their work.This position may be required to perform portions or all of the duties normally falling under or below this classification, other than the one to which they are originally assigned. Assignments of this nature will be dependent on current workload and staffing requirements.CONSTRUCTION
The fundamental and primary goal of this position is the completion of the project construction phases, programs or tasks assigned to the Engineer IV. This position is responsible for defining and assigning specific project related tasks and assisting technical personnel in carrying them out.
1. Assigns projects or project related tasks to subordinate inspection and quality control personnel.
2. Coordinates efforts to ensure project control and compliance.
3. Completes project related technical tasks when staffing limitations or urgency requires such performance.
4. Advises division or departmental supervisors regarding project requirements for personnel, equipment, and supplies for budgeting or scheduling purposes.
5. Provides solutions and alternatives on construction issues requiring major quantity changes or design modifications.
6. Implements and maintains project records and record keeping procedures in accordance with county, state and federal requirements.
7. Consults and coordinates with maintenance and operations for scheduling of County force projects.
8. Provides project support i.e., monitoring of daily costs, expediting of public contracts, etc. for County force projects.
9. Provides feedback to design, traffic and planning, or maintenance and operations for use in future project operations.
10. Provides information and budget estimates for priority array, six (6) year program and annual construction program as needed.
11. Prepares consultant contracts and manages engineering, geotechnical and environmental consultants and material testing companies as needed to complete the road construction program.KNOWLEDGE, SKILLS, AND ABILITIES
1. Ability and knowledge to plan, direct, and supervise the work of Engineering Technicians in the accomplishment of support and project oriented activities.
2. Ability to prioritize assigned projects and allocate manpower resources to accomplish project objectives.
3. Ability to assist Engineering Technicians in completion of assignments.
4. Ability to establish and maintain effective working relations with coworkers, supervisors and the general public.
5. Knowledge of current principles and practices of civil engineering disciplines relating to assigned area, criteria development, controls, and data collection and analysis.
6. Ability to perform difficult technical research work, integrate results of such research with current data, and make comprehensive recommendations.
7. Ability to prepare and present oral and written reports.
8. Knowledge of AASHTO and WSDOT design, construction, traffic control and surveying standards.QualificationsMINIMUM QUALIFICATIONS
1. High school diploma or GED equivalent.
2. A valid Washington State Driver's license and acceptable driving record.
3. One of the following qualifications:
a. Registration as Professional Engineer, with an endorsement in Civil Engineering.
b. Bachelor's degree involving major study in Civil Engineering and 6 years of experience in highway engineering
c. 10 years of experience in highway engineeringDESIRABLE QUALIFICATIONS
Washington State Bridge Inspector Identification Number
Thorough knowledge of State adopted design, construction, traffic control, surveying standards, AASHTO Policies and Local Agency Guidelines
Design experience with Civil3D and other Autodesk design programs.Supplemental InformationPHYSICAL REQUIREMENTS

Position requires travel within the County and occasional travel outside the County.The county will require a physical exam; drug test; criminal background and a current motor vehicle driving record for the past five years.
