We are looking for a Senior Analyst/Specialist (Workforce Development) with demonstrated experience in implementing engineering and quality workforce initiatives that are essential for warfighting success.As a Senior Analyst/Specialist (Workforce Development) you will:
  • Support the execution of the OUSD(R&E) Functional Community Manager (OFCM) duties, as defined in DoDI 1400.25 V250, for managing and overseeing the Engineering Non-Construction (ENG(NC)) and Quality civilian workforce

A week in the life of a Senior Analyst/Specialist (Workforce Development):
  • Develop and recommend engineering and quality workforce development strategies and plans for OUSD(R&E) Systems Engineering and Architecture review and approval
  • Develop, prepare, and coordinate draft recommended input to strategic workforce plans
  • Support the OUSD(R&E) in implementing engineering and quality workforce initiatives, including DoD-wide initiative to assign and code work roles related to data, artificial intelligence, and software engineering, as well as the development of work roles for other elements of the engineering and quality workforce
  • Develop schedules and roadmaps for implementing work role coding initiatives
  • Perform analysis and assessments and provide recommendations for implementing work role coding initiatives
  • Review DoD workforce policy and guidance to ensure the engineering and quality workforces are adequately addressed and not impacted by any new or proposed change
  • Lead the development of guidance documents, coordinate with stakeholders and participate in working groups in support of implementing work role coding initiatives
  • Review proposed DoD workforce related issuances and other documents to ensure the OUSD(R&E)'s equities are appropriately addressed
Job Requirements
  • Bachelors Degree
  • Active Secret clearance
  • 5+ years of technical experience:
  • Using DoD workforce data systems and data structures. Experience in T&E or Engineering workforce development activities
  • Defining workforce competency models, developing training curriculum, and assessing technical skill gaps
  • Planning, coordinating, and executing working group meetings
  • Knowledge of the DoD organization and defense acquisition

Actual compensation will be determined based on several factors permitted by law.
