  • Experience of successfully identifying the contractual services required for a programme of works for a large and diverse portfolio of mixed tenure properties.
  • Proven track record of successful contract implementation and management for a large and diverse portfolio of mixed tenure properties.
  • In-depth knowledge of contract formation and contract types.
  • Comprehensive knowledge of general operating procedures within an Asset Management function.

  • Lead, motivate and engage with the Contracts Managers/Project Managers and their teams to ensure the delivery of a high quality service, ensuring the development and implementation of strategic objectives to underpin the Asset Management Strategy including delivery of the required programme of works for Group residential properties.
  • Plan, implement and continually review the contractual requirements for the delivery of the Group's programme of works for major works, capital repairs, bespoke projects for in excess of 77,000 residential properties, to underpin the Asset Management Strategy and the Group's overall strategic objectives.
  • Develop the strategic approach to contract management/project management ensuring the development and implementation of associated policies, procedures and guidance, taking into account industry best practice and commercial requirements, ensuring the adoption of new and innovative ideas and solutions to ensure continuous improvement of the service.
  • Oversee the scoping, specifying, mobilisation and implementation of all new contracts, ensuring alignment to business and commercial requirements for the Group, acting as escalation point for contract and supplier management service level agreement issues and complaints, ensuring effective and timely resolution.
  • Oversee the review of existing contracted services, driving innovation and seeking out efficiencies and cost reduction opportunities, maintaining this approach on an ongoing basis with contractors over the contract lifecycle, identifying, implementing and monitoring service level agreements and improvement targets as appropriate.
  • Ensure contractual commitments in terms of service delivery are embedded, monitored, delivered and reported on, ensuring relevant management information is captured and produced, including performance trends, and regular performance reviews take place, dealing with escalated issues as appropriate.
  • Manage the budget for all contractual works ensuring contract expenditure is robustly managed in line with the Group's financial controls.
  • Produce clear, informative and meaningful reports as required including statutory and regulatory compliance reports and performance reports to inform decision making and identify performance improvements, ensuring the accuracy and integrity of contract data at all times.
  • Provide a consultative service to management colleagues, including the Head of Asset Investment and Delivery and the Director of Asset Strategy and Delivery on sensitive and complex contractual matters, providing expertise and professional support to the Contracts Managers as required.
  • Manage internal and external stakeholders effectively, including Directors and Board members and other senior colleagues, providing advice and support, influencing, negotiating and building constructive working relationships to effectively deliver the Asset Management Strategy.
  • Manage the performance and development of the Contracts Managers/Project Managers, providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and under performance is dealt with appropriately.
  • Ensure regular reviews of the Programme Management service take place, collaborating with and seeking feedback from internal and external stakeholders, to identify efficiencies and continually improve the service provision. Improvement opportunities identified and realised should be in accordance with change management protocols.
  • Work collaboratively with the leadership team to ensure effective delivery of the wider service.

Person specificationEssential
  • Effective stakeholder management, both internally and external to the organisation, including the ability to successfully persuade and influence others.

Desirable
  • Relevant building qualification e.g. Higher National Certificate in Building, or equivalent.
