DescriptionESA DPI Integrity Assurance Management Evaluation Program Manager / Social and Health Program Consultant 4Join the Division of Program Integrity within the (ESA), as a Social and Health Program Consultant 4 and the program manager for DPI's management evaluation team.You'll assist in managing federally required management evaluations of Washington's Supplemental Nutrition Assistance Program (SNAP). You will supervise a team and be responsible for the quality and timeliness of Washington's SNAP management evaluations. And you will implement the statewide SNAP Management Evaluation plan, which includes statewide case reviews and field operations site reviews.Our division conducts quality control case and operations reviews and monitors results for continuous improvement and fraud prevention to ensure the state maintains a high level of program integrity and accuracy. You'll play a key role in helping the division to reduce the number of individuals and families living below 200% of the federal poverty level in a way that eliminates disparities.Based either in Lakewood or Olympia, this job includes a hybrid in-office/telework schedule, with in-office work and travel to site review locations as needed.Some of what you will do
  • Supervise a team of quality control specialists, including managing workflow, production, performance, and personnel
  • Provide procedural and policy clarifications as it relates to SNAP management evaluations
  • Act as the main point of contact for partners and customers of the management evaluation team, including statewide travel to conduct site reviews
  • Provide accurate report of the results of management evaluations and manage the corrective action plan process
  • Continual analysis of program deliverables, result trends and work process to ensure continuous improvement and program objectives are met
  • Develop, implement, direct, and monitor designated projects
  • Act as the division's subject matter expert on SNAP management evaluations
  • Serve as backup to the Program Integrity Administrator
Who should apply
  • A master's degree or higher in social work, a health or social science, public administration, or a related field and 4 years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs; preference in these areas include financial analysis and/or auditing
  • Or, a bachelor's degree in social work, a health or social science, public administration, or a related field and 5 years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs; preference in these areas include financial analysis and/or auditing
  • Or, one year of experience as a

Concurrent work experience should include:
  • Demonstrated experience supervising or mentoring staff
  • Programmatic knowledge of DSHS Programs, specifically within the Economic Services Administration public assistance programs
  • Understanding of ESA technology systems, such as Barcode, ACES, and Microsoft Office Suite
  • Critical thinking skills and the ability to present information in various ways
  • Effective communicate both verbally and in writing with executive management, financial experts, stakeholders, and advocates
  • Ability to organize priorities and assignments to meet workload expectations
Preferred knowledge, skills, and abilities
  • Experience in auditing, research, and rule interpretation
  • Ability to maintain standards of professional integrity and confidentiality
  • Experience acting as the liaison with program customers and stakeholders.
